In Korea, Constitutional Law, Anti-bribery Act, and Ethics Act are enacted, and the use of public office for private gain is prohibited. Nevertheless, corruption of high officials is disseminated with local decentralization and frequent local elections. It is wide scepticism for how effective codes of ethics are, to prevent the corruption of a high official such as a mayer. To what extent must codes of ethics be carried out? Excessive codification of ethics will kill creative ideas and remove policy discretion, which are very important for local development. So it is not desirable. We need positive development policy and power leadership of mayors and governors, to reduce the gap between Seoul and other regions. Ethics acts regulate the minimum standard for the conducts of public officials. Noblesse oblige is generally used to imply that social responsibilities come with wealth, power and prestige. It is the spirit of elites, and their will. Our local society needs noblesse oblige of high officials. We must re-make noblesse oblige culture for our society, which was alive in Chosun dynasty.
