2013년은 한국 전쟁이 발생한지 63년 되는 해이자 한미 상호 방위 조약이 체결 된지(1953년 10월 3일) 60년이 되는 해이다. 본 연구에서는 한국전쟁에 미국이 어떤 정책 결정 과정을 거쳐서 개입 하게 되었는지를 정책 과정 관점에서 규명해 보았다. 본 연구에서는 행위자 모형을 중심으로 어떤 과정을 통하여 한국전쟁 참전이란 정책이 만들어졌는지를 밝혀 보았다. 정책의제 설정의과 주도집단은 외부주도형, 내부주도형, 동원형으로 나누고 있다. 이런 이론에 입각해 트루먼 대통령의 한국 파병 정책결정 과정은 전형적인 동원형이다. 즉 파병을 할지 말지에 대한 정책의제도 대통령을 중심으로 한 고위층에서 주도했을 뿐만 아니라 그 세부 내용도 대통령을 중심으로 한 고위층이 주도하였다. 예기치 않은 상황에서 한국전쟁이 일어나자 트루먼이라는 대통령의 정치적 결단에 의하여 한국전 개입이라는 정책의제가 채택되고 파병 내용과 규모라는 정책 기본 방침이 결정되고 미군을 한국전선에 투입하는 집행까지 일사분란하게 이루어졌음을 이 논문에서 밝혀냈다. Year 2013 is the 63rd anniversary of breakout of the Korean War and the 60th anniversary of the establishment of Mutual Defense Treaty Between the Republic of Korea and the United States (on Oct. 3, 1953). In this study, I have investigated from the perspective of a policy process not so much who brought about the Korean War as through what policy decision-making led to the US intervention in the war. Policy agenda building process has two models. One is a human-oriented agenda building agent model that is concerned with who participates to use what agenda building strategy. And the other is the agenda building process model. In this study, I have focused on the human-oriented agent model to figure out what process created the policy for participating in the Korean War. Policy agenda building and leading group are divided into the externally driven type, the internally driven type, and the mobilized type. The externally driven type involves the agenda building process in which a group outside the government adopts government agenda while demanding that the government provide for what it requests. Contrary to the externally driven type, in the mobilized type, government policymakers lead the process of building government agenda. The mobilized type involves The internally driven type involves agenda built by bureaucrats who work with government agencies. Based on this theory, the policy decision-making that led President Truman to participate in the Korean War was the mobilized type. To be specific, not only the policy agenda on whether to send military forces, but also its details were dominated by the top national leadership including the president. From the perspective of a policy decision-making, I have brought light on the fact that the entire process was simply put on the fast track through the political decision by President Truman, from the adoption of the policy agenda of intervention in the war in Korea in the wake of the unanticipated breakout of the Korean War, the determination of the basic policy guidelines related to the character and size of the deployment, and the policy implementation in deploying the US troops to the Korean warfront.
