The ultimate purpose of this research is to rely on an analysis of expenses of the Project for Occupational Rehabilitation Support for the Serious Disabled and its cost-benefit analysis to provide measurement of net cost-benefit, societal value and economic efficiency which this project gives back to society and finally to achieve the Project's efficiency and validity. In order to attain this purpose, the research carried out a documentary survey, a questionnaire-based survey, an interview with a focused group, and a cost-benefit analysis. The survey of the cost-benefit analysis of the 2008-2010 project revealed that the cost benefits in 2008, 2009 and 2010 were 1.80, 2.03, and 2.13, respectively, an indication that this project is of significant economic efficiency. In plain language, when the Ministry of Health and Welfare invested “1” on the Project for Occupational Rehabilitation Support for the Serious Disabled, in 2008, the Project brought about an affirmative effect of 1.8 times; in 2009, it caused an affirmative effect of 2.03 times; and in 2010, it had an affirmative effect of 2.13 times. In addition, the questionnaire-based survey and the survey through an interview with a focused group told that it is necessary to make a communicative system for the Project and develop a computational system for generally controlling and managing the Project so as to enhance its efficiency.
