Does economic voting matter in Korean local elections? If so, which type of economic voting matters? This paper attempts to examine the existence of economic voting in a setting of Korean local elections, which appears to be valid arguments in presidential elections and national assembly elections. Utilizing survey data for the 4th, the 5th and the 6th local elections, we found that economic voting has been an important factor for gubernatorial elections as well. Unlike nation level elections, however, retrospective voting at the individual level turns out to be important at the local level. It suggests that, if an election plays a role of punishment or reward as representative democracy should be, retrospective vote becomes active.
