Ⅰ. The purpose of this study is The changes of technique of present science and higher development of economic increased the national income. This increase of the national income made a lot of leisure time in our living. This article is concerning about the best understanding and the attitude for the best use of the increased leisure times, besides the above to represent the improved idea. Ⅱ. I propose the followings 1) The education of leisure should be closely related from the early age to adult. 2) About the increase of the national leisure time demand, the best plan should be arranged on the basis of government capability. This plan should be arranged technically. 3) Among the increase of leisure time, there should be the most useful recreation, privately or socially. 4) For the most valuable leisure time spending, we should try to perform about the technique, the attitude, the custom, and the will of the recreation.

미국 레크리에이션 행정발달에 관한 일고찰

The purpose of this study was to examine the development changes in public leisure and recreation policy in the United States on every level: federal, stag, local and to suggest policy in Korea by adapting comparative approach. Research metholology employed in this study was based on comparison and analysis of historical facts and statistical data(1976-1990) concerning leisure and recreation policy of the U.S. In the early years of recreation service movement recreational programs were organized for children but have been gradually expanded to include all ages of people. While the operating bodies of recreational service movement transferred from philanthropic voluntary organizations to governmental or local agencies, the number of cities in which facilitated public parks in their cities marked 800 in 1902 and it reached 1,680 in 1926. The number of cities which provided recreational programs for the public rapidly increased from 12 cities in 1900 to 465 cities in 1920. Outdoor Recreational Resources Review Commission and NRPA initiated new recreational service movement and broadened guage of recreational activities for the public. In late 1970`s `Fitness Boom` was spread all over the country and it influenced the U.S. recreation policy great deal. At present the U.S. public leisure-service agencies operate in a cooperative relationship with private or voluntary organizations and are propelled to make the U.S. `the healthy country` toward 21st century.

This article was written to introduce a job site of TR services at Roanoke Memorial Hospital in Virginia to the people who are interested in working with patients with mental disease in clinical or rehabilitation settings. It is also hoped that the information in the article contributes to establishing profession of TR in clinical or welfare settings in Korea. The profession of TR has many concerns, all of which directly or indirectly relate to the delivery of services to patients with mental dims. The information presented focuses on the delivery system of TR services and TR process at mental disease rehabilitation facilities in Roanoke Memorial Hospital. The contents of TR program were developed according to types and severity of the diseases. To be effective TRS, as well as patients` conditions, the functional role of TRS and TR service process including assessment, planning, implementing, and evaluation should be comprehended thoroughly. There has been increasing attention to TR and is helping identify ways which facilitate quality of life of older individuals and of patients in hospitals.

The education in modern society is being asked developed human being of whole-educated man who is to seek harmonious growth of body and soul. It is obious thougth the leisure life related their each companions leisure activity that life features of a university student is most well shown. It is certern that time of leisure activity is unique one which university student in Korea for oneself can go to operate their life and free from environmental and situational stress. Perticulary, In the university life, companions leisure activity is to be opportunity which is build up experience filling up needs of self-growth adapted at the social and cultural role in the field of creative activity. It is deplored that Increasing leisure time isn`t used tea be correspond to leisure essential that Robert Huchinson warn, If man don`t destory oneself with automic bomb, man for oneself can be ruined by leisure coming from automic period and It is warned against anti-leisurization that Godbey insisted on that Even though leisure time coming into modern age increases, the true meaning leisure is going to disappear more and more, and spontaniously these situations were evidence to the contrary that cultivation of subjective leisure ability toward leisure is needed to learn the ropes in the school life preparing for a stage of social education. So, The objective of this study is to evaluate level of individual subjective leisure ability based on accomplishing smoothly leisure activity, and set free from obligation and restriction, take in efficiently influences of social, organizational and environmental constraints in pleasuring leisure time, devote in true self and value expression, and posse ability and attitude cultivating wothly life of a member of society for the future social life. According to perceived competence and control which is a central element of attributive theoretic analysis of leisure and recreation studied by Iso-Ahola(1980), this study is purposed to exemining closely a degree of influence extended to leisure and life satisfaction with sub-factors. As a result of searching casual relation among leisure ability, leisure involvement, leisure satisfaction and life satisfaction, perceived leisure competence and leisure control of university students are shown to effect directly and indirectly, but only indirect effect to life satisfaction. Also, leisure involvement and leisure satisfaction is testified to principle mediatied factors connected with leisure ability and life satisfaction of university students. As a result of analyzing correlation among whole factors, Leisure competence of university student is proved to correlating with very high leisure control(r=.653), leisure involvement(r=.317), and leisure satisfaction(r=.247), whereas, not correlated with life satisfaction(r=.047). Also, leisure control correlated with high leisure involvement(r=.277), leisure satisfaction(r=.187), but not correlated with life satisfaction(r=.033).

The purpose of this study is to observe the problems involved in development of public administration in Japan, to present concrete and practicable models of public administration., Which is to contribute to a successful promotion of public administration of leisure and recreation in this country. In order to establish models for, developing administration of leisure and recreation, I have studied on the present situations and policies of administrations of leisure and recreation in Japan, which have made me to make tentative models in this country, The problems and tasks in administration of leisure and recreation may be summarized as follows ; Firstly, one of the significant elements in public administration of leisure and recreation is to provide every citizen with more opportunities and programs with eye for the national welfare. Secondly, we should hasten to secure some institutions for leaders, train them on their respective specialization. Thirdly, we should establish the independent organizations in the central Ministry to prevent from the efficiency and lack of the autonomy of administration. Fourthly, we should seek for the systematization and specialization of public administration to overcome the difficulties involved in She administration in leisure and recreation in Korea. Fifthly, we must not support and nurture only once part exclusively, but all of parts on equal terms within an organizational linking system, finally contributing to a harmonious development in public administration of leisure and recreation in Korea.
