가치 판단에 기초한 의사결정 모형과 기준,대안의 평가 방법

본 연구의 목적은 복잡하고 구조화되어 있지 않은 현실의 문제를 체계적으로 조직·평가하여 최적의 해결책을 찾을 수 있는 방법으로 가치판단에 기초한 의사결정 모형과 기준과 대안을 평가할 개념적 틀을 제시하고 이것을 대?생의 미래주택 선택에 적용하는 데 있다. 미래주택 선택을 위한 모형을 수립하기 위한 설문지 조사에 따르면 대학생들은 주택 선택의 기준으로 주택 자체의 특성보다 주택과 관련된 지역의 사회·경제·환경 특성을 중요시하고 있다. 일반적 기준의 관점에서 대학생들은 사회·교육, 접근성, 경제, 시설, 자연환경 그리고 주택 특성 순으로 중요도를 평가하고 있으며, 중요도 간의 차이는 의미 있는 것으로 나타났다. 분석적 평가 방법에 의한 대학생들의 주택 선호도는 아파트, 단독주택 그리고 연립주택 순으로 나타났지마 세부 기준의 관점에서의 주택 선호도는 다양하게 변화하고 있다. 이것은 세부적 기준의 관점에서 이루어지는 가치판단은 일반적 관점에서보다 복잡하고 역동적으로 변화하는 것으로 이해되어야 할 것이다. 계층분석법(AHP)을 이용한 세부 기준들의 중요도 순위는 동일 기준에 대한 직관적 판단의 결과와 거의 일치하고 있다. 그러나 일반적 기준들에 대한 두 가지 분석 방법의 적용 결과는 상당한 차이를 보이고 있다. 결론적으로 본 연구에서 제시한 의사결정 모형과 평가 방법에 관한 개념적 들은 불확실성과 위험이 내포된 다양한 현실 문제에 실용적으로 적용될 수 있으며, 지속적인 수정·보완을 통해 효율성도 높아질 것이다. The purpose of this study is to suggest the model of supporting decision making and the method of evaluating criteria and alternatives by value judgement and to apply the model and method suggested to the case of the University Student`s housing choice. The criteria and alternatives are evaluated in terms of intuitive judgement and the Analytic Hierarchy Process(AHP). The university students of the Daegu Metropolitan area consider the socio-economic and environmental factors more important than the characteristics of housing to evaluate their future housing types. In terms of the student`s intuitive judgement, socio-educational environment, accessibility, economy, natural environment, and the characteristics of housing are considered in order as an important criteria of evaluating housing. The orders of the important criteria done by an intuitive judgement and the AHP are different. In terms of the AHP. apartment, detached dwelling, and row house are preferred in order as the student`s future housing types. The orders of preferred housing types are, however, dynamically changed leased on specific criteria. In sum, the model of decision making and the method of evaluating criteria and alternatives by value judgement will be applied to the real problems defined by uncertainty and high risk.

본 연구의 목적은 인구이동에 대한 배출-흡입 모형에 근거하여 러시아 극동 지역으로 중앙아시아 고려인들이 귀환 이주하는 현상을 미시ㆍ거시적 관점으로 설명하는 것이다. 고려인들의 귀환 이주는 배출과 흡입 지역에서의 미시ㆍ거시적 요인들에 의해서 설명되었다. 배출 지역의 거시적 요인으로 국가의 언어 정책 그리고 내전과 민족 갈등을, 미시적 요인으로 교육열과 신분 상승 욕구를 분석하였다. 그리고 흡입 지역에서 작동한 거시적 요인으로 군 주둔지의 시설과 토지 이용의 허가 그리고 복권과 명예 회복법의 제정을, 미시적 요인으로 가족 혹은 친척의 관계를 분석하였다. 고려인의 귀환 이주와 관련된 두 가지 점을 논의하였다. 첫째, 중앙아시아 고려인의 귀환 이주는 민족 친화적 성격을 지니고 있다. 둘째, 귀환 이주와 관련한 한인 자치주 수립에 대하여 고찰하였다. The purpose of this study is to systematically explain and discuss the return migration of Koreas in Central Asia to the Russian Far East. The Korean`s return migration is explained by the combination of push and pull factors inherent in the host and home countries. The structural or institutional push factors in Central Asia include the linguistic policy of a country, civil war, ethnic conflict, while the micro ones are the Koreans` high concern of their children`s education and the improvement of a socio-economic status. The macro pull factors operated in the Russian Far East are the permission to use the housing facilities and land previously controlled by military authorities and the laws of recovering the korean`s basic right and honor, while the micro ones are the networks of relative and friends living in Central Asia and the Russian Far East. The two aspects related to the Korean`s return migration are also discussed. Firstly, the return migration of Koreans in Central Asia is interpreted as a migration of ethnic affinity. Secondly, the establishment of an autonomous district of Koreans in the Russian Far East is discussed.
