산림계획 제도에 적용 가능한 공공참여 방안 - 산림 기본계획을 중심으로 -

The purpose of this study is to reveal the applicable public participation in our national forest plan system according to the enlargement of participatory democracy. To achieve this purpose, America`s national forest plan systems which have legally guaranteed the public participation since 1970`s were analyzed. The major findings are as follows; ① the measures of the public participation are comment/response procedure reflecting the public opinions and the survey on public concerns regarding forests in the country-based plans as RPA program and Strategic Plan, ② the measures of the public participation are comment/ response procedure, opinion meetings, and objections and appeals of the community residents who can be influenced by these plans directly or indirectly in national forest system land and resource management planning. Considering these findings and our domestic conditions, the applicable measures of the public participation in our national forest plan system are as follows.; ① the applicable measures of the public participation in Forest Development Plan are comment/response procedure, opinion meetings, workshops with participation of multi-stakeholders regarding forestry and forest-related industries, the public notification system, and the survey on public`s concerns regarding forests, ② the applicable measures of the public participation in national forest management planning are the opinion meetings with multi-stakeholders and the hearing of forest-dependent residents` opinions until national forest management planning is established. These measures are more applicable to our country than the measures of objections and appeals in America`s case.

This study is investigated by experimental method and FEM about the effect of notch root radious(ρ) on the fracture of GFRP. The smaller ρshowed the fracture behavior which was mainly caused by the propagation of the stable crack, but the fracture behavior in the larger ρwas mainly caused by the spread of damage. The experimental value of the nominal stress could be estimated by FEM simulation and the load-displacement curve could also be drawn. According to the results simulated damage zone by FEM, as the ρis smaller, the damage begin at low stress.
