The aim of this study is to research attributes of fishermen``s occupational accidents for investigating the measure of risk control on situational condition in the Korean offshore and coastal fishing vessel. Using data of fishermen``s occupational accidents are from National federation of fisheries cooperatives for 2013. The results were as belows; Occupational accident occurrence rate was 29.5‰, slips & trips and struck by object and contact with gear were shown severe occurrence pattern. Occupational accident occurrence rate of offshore fisheries was 130.2‰, coastal was 16.9‰, specially the risk rates were severely high in several type of danish seine, stow net and offshore trap. Death rate by accidents was 10.6‰ and by fall into the water in occurrence pattern was 5.5‰.

We conducted questionnaires for customized radar simulation training for coastal and offshore (CAO) crews about customized radar simulation training according to domestic and international guidelines. The survey results showed that more than 80% of the respondents were aboard CAO fishing vessels and domestic tugboats, and their embarkation career was more than 10 years, but they had relatively lower deck officer certificates less than six classes. Since the current training is organized for all deck officers and small vessel operators, it has a limitation in providing customized training for crews in the CAO fishing vessels. Therefore, the radar simulation training for CAO crews is needed to be separated from both international and domestic sailing vessels. While the training for international sailing vessels are conducted for 30 hours and 5 days according to the IMO model course, the training time for domestic sailing vessels can be reduced to 20 hours and 3 days by adjusting the radar plotting and simulation training time. In addition, since the age of trainees is currently most in 50s and 60s (more than 65.2%), it can be desirable to reduce the time for principle and theoretical education and to increase the time for practice-oriented training. In the simulation training, scenario needs to be constructed for realistic waters such as southern and western coasts of Korea, and training program also needs to be restructured with commercial radar and GPS plotters using newly developed small vessel models. For these, it is necessary to construct a radar simulator centered on CAO vessels. Even if the function is somewhat lower than the computer-based ARPA in the system configuration, it is desirable to use the real radar for an effective radar simulation training that can contribute to the collision casualty reduction.

Hundreds of Steller sea lions, Eumetopias jubatus, migrate from Sakhalin and the northern Kuril Islands to Hokkaido in Japan every winter. During this migration, they may use their roaring sounds to navigate and to maintain their groups. We recorded the roars of wild Steller sea lions that had landed on reefs on the west coast of Hokkaido, and those of captive sea lions, while making video recordings. The fundamental frequency (F0), Formant frequency (F1), pulse repetition rate (PRR), and duration of syllables (T) were analyzed using a sonagraph. F0, F1, and PRR of the roars emitted by captive sea lions increased in the order male, female. By contrast, the F1 of wild males was lower than that of females, while the F0 and PRR of wild males and females did not differ statistically. These results suggest regional differences between the five groups showed that.

The powered purse seine fishery is an important fishery accounting for 19.4% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen``s safety of offshore large powered purse seiner was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen``s occupational accidents of the national federation of fisheries cooperatives (NFFC) in 2013 (n=583). As a result, the occupational accident occurrence rate of this fishery was 182.6‰ in all industries 30.9 times the rate of that. In addition, death and missing rate was found to have a very serious level management to 25.1. in all industries of death of 17.5 times. The accident occurred in 72.3 to 85.8% was happened at sea. The others, slipping and struck by object etc occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore large powered purse seiners.

The stow net is a stationary gear made from netting, usually in shape like trawl net without wings. The nets are fixed by means of anchors, placed according to the direction and strength of the current. And the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard factors analysis for the fishermens safety of offshore stow nets vessel was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermens occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=1,144). As a result, the average occupational accident occurrence rate of this fishery was 206.9‰ in all industries 36.9 times the rate of that. In addition, average death and missing rate was found to have a very serious level management to 50.4? in all industries of death of 42.0 times. The accident occurred in 84.5 to 94.6% was happened at sea. The struck by object, slipping, contact with machinery, contact by object or gear and others occurred more frequently in order on the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore stow nets vessel.

The analysis on the international safety management code (ISM Code) and case of foreign national safety management for fishing vessel was conducted to serve as a basic data on the introduction of safety management system (SMS) for a deep-sea fishing vessel in Korea. As a result, Maritime New Zealand (MNZ) has managed operations of SMS in the maritime rules according to the Maritime Transport Act since 1994. MNZ underwent a safe ship management (SSM), which includes elements applied to shipping companies, ship and verification of the ISM Code for ships, except ISM Code application since 1998. In 2014 the introduction of the advanced maritime operator safety system (MOSS) superior to the SSM by MNZ was promoted actively switch and enforcement. Meanwhile, the safe operation manual of Japanese fishing vessel includes large part of the contents of the ISM Code, and voluntary implementation to fit the realities of the fishing vessel. The law application of SMS for a deep-sea fishing vessel after the newly establishment of the Ocean Industry Development Act to SMS would be advantageous to the schematic management, supervision, maintenance and application and, in 2016 from the implementation of maritime safety supervisor for a deep-sea fishing vessel that the management and supervision through the fishing vessel will be the efficient operation. The configuration of the safety management system in a deep-sea fishing vessel should be included as an element of ISM Code. The introduction of such a system is gradually applicable, such as nationality overseas vessel case study of the ISM Code, and vessels that are excluded from the application will be implemented as autonomous as Japan. The results are expected to contribute to sustainable development in the ocean industry safety culture spread throughout the ocean industry through the enhancement of safety fishing competency and safety management responsibility of fisher.

Small boat operators certificate of competency took up 39.0% of total license holders and required for at least 19,000 boats in 2013, was proposed the improvement items by reviewing the acts and criteria related to the current test and analyzed the questions of set at examinations. About 31% of questions of the current written test are unsuitable for the target boat and operational knowledge of the operator. It is appropriate that the subject categorization criteria and contents of the subjects will be improved to include practical details related to safe ship operation, and the number of questions increased according to each subject category in amended examination after January 1st, 2017. The interview test should be improved so that the questions can be forwarded in a clear manner through formulation of practical problems, photos, etc. considering the real situations such as high age/low education status of testee and it is necessary to lengthen the interview time per testee. The test and interview personnel should consist of a human resource pool with experience in small boat operator training and workers of related areas familiar with field terminology. Furthermore, the test should be divided into small boats of 2 to 5 tons and those exceeding 5 tons according to the tonnage of small boats.

The trawl fishery is an important fishery accounting for around 30.0% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen``s safety of offshore trawler was conducted to serve as basic data for improving the healthy and safe working environment of fishermen using fishermen``s occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=464). As a result, the occupational accident occurrence rate of large powered trawl fishery was 241.4‰ in east sea trawl fishery, 6.9 times the rate of that. In addition, death and missing rate was found to have very serious level management to 97.7%<sub>00</sub> in east sea trawl fishery of death at 6.2 times. The accident occurred in 91.7 to 100.0% was happened at sea. The slipping, others and struck by object and son on occurred more frequently in order in the frequency of accident occurrence pattern. However, the oc urrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred more frequently while death and missing risk was not high. The fall in the waters was low while death and missing risk was high. The results are expected to help identify and assess safety hazard occurred in offshore trawlers.

Lots of fishery stocks are overexploited and the overcapacity exists in Korean fishing fleets. One of the reasons is technological development, which increases the efficiency of the vessels continuously. The analysis was conducted to identify the change of fishing power index to develop the vessel and gear technology that may have improved the fishing efficiency of the offshore large powered purse seine fishery from 1960s to 2010s. Gross tonnage and horse power per fishing vessel was increased annually. Fishing gear material was changed to the knotless webbing to settle faster. Fishing equipments was modernized and supply rate was also increased. Therefore the relative fishing power index in the offshore large powered purse seine fishery increased from 0.4 in 1970 to 1.0 in 1980, to 1.5 in 2000 and to 1.6 in 2010, but the rate of increase slowed down gradually. The results are expected to contribute to reasonable fishery stock management.

This study was analysed the species composition of demersal fishes caught by a bottom trawler, KAYA, in the winter and summer season during 4 years and the study area was the eastern fishing ground in depth of about 110m, 40 miles eastward from Jeju Island, Korea. The total of 87 species were collected, including 63 species of Pisces(72.4%), 14 species of Mollusks(16.1%), 10 species of Crustacea(11.5%). The total amount of the number of individuals and biomass of unit area was 28,809 ind./km² and 6,032 kg/km², respectively. The catchable population of year-round are 8 species(Dentex tumifrons, Carangoides equula, Lepidotrigla quentheri, Zeus faber, Thamnaconus modestus, Okamejei acutispina, Pagrus major and Aulopus japonicus. The ranges of the diversity index(H’) were 1.84 to 2.40, the richness(R) 1.91~4.98, the evenness(E) 0.53~0.83 and the dominance(D) 0.42~0.61. The size of body length of main fishes are nearly same in and out of season. But among them, Pagrus major was varied largely in size ranges from winter 16~60cm and summer 20~75cm, respectively.
