      • 장애인근로자와 일반근로자의 직업성공 요인 비교연구

        우리나라에서는 지금까지 장애인 고용을 위한 노력을 무수히 해왔지만 그리 좋은 결과를 얻지 못한 것은 사실이다. 이러한 주요 원인은 장애인의 잦은 이직과 전직으로 인한 실업에서 기인할 수 있다. 사회인에게 있어 직업성공은 곧 인생에서의 성공을 의미하기 때문에 장애인은 인생에서도 낙오자나 패배자로 전락할 수밖에 없다. 바꾸어 말한다면, 장애를 가진 사람들이 직업성공을 느낀다면 그들의 인생 역시도 성공했다고 느낄 것이다. 이러한 주관적 성공감은 직업의 객관적 성공 요소와도 많은 관계를 가진다. 따라서 본 연구에서는 장애인의 직업성공의 요인을 조사하고 밝혀내어서 일반 근로자들과 비교한 후 집단 간의 차이를 분석하여 그들의 성공적인 삶에 미약하나마 도움을 주고자 했다. 본 연구 결과는 장애근로자와 일반근로자 두 집단 모두 직종이 직업성공에 영향을 가장 많이 받는 것으로 조사되었으며 일반집단에서는 연령에 있어서 또한 직업성공에 영향을 미치는 주요한 변수로 나타났다. 이것은 지금까지 인식되던 장애집단의 단일한 특성, 즉, 장애인의 직업성공 여부는 임금이 좌우할 것이라는 판단이 잘못되었다는 것을 나타내 주고 있는 결과이다. 다시 말해서 장애근로자 역시도 직업에서의 성공여부를 단순히 임금에만 국한하고 있지 않고 있으며, 일반근로자와 동일하게 어떤 직무를 담당하고 있는가에 따라서 직업성공률 느끼고 있다. 장애인 직업성공을 높이기 위해서는 일차노동시장의 성격을 띠는 많은 직업과 올바른 직종을 찾아야만 할 것이다. 따라서 직업을 선택할 때에 적성과 흥미 등 다방면에 걸친 조사물이 선행되고 난 후에 충분한 상담을 거쳐 직업배치가 필요할 것이다. 또한 이를 위해서는 장애인들의 직업교육과 훈련에서 보다 구체적이고 전문적인 교육이 필요할 것이라고 사료되며 장애인의 교육권이 차별받지 않도록 정책적인 노력을 기울여야 할 것이다. It is true that there has been not successful for rehabilitation professionals to place their clients competitive in employment settings, in spite of their endless effort for workers with disabilities. The high turnover rate and transfer caused to unemployment among workers with disabilities. As a career success is life-long process, workers with disabilities should not have chance to make a failure or dropout in employment. In other words, if workers with disabilities feel career success, they will also have a sense of life success. Therefore, this study was aimed to help workers with disabilities views their situations as belong successful and compare workers without disabilities in similar conditions. As a results, the type of occupations influenced both groups, but age influenced most significantly to workers without disabilities. These revealed that our thinking of workers with disabilities may be influenced by income is not appropriate. Therefore, workers with disabilities are also influenced by other variables such as work itself. It is suggested that rehabilitation professionals should consider the type of occupation when placing their clients. Most of all, they must consider and assess their clients attitudes and interests. Vocational rehabilitation counselor should also prepare workers with disabilities to have better emotion toward their income and prestiges of work. Professionals and government should make all efforts to offer workers with disabilities much higher educational opportunities.

        시․청각장애인의 정보화 교육 만족도 및 인식에 대한 연구

        21세기는 정보화 사회이며, 정보화의 흐름 속에서 다양한 사람들의 정보를 얻고자 하는 욕구는 매우 다양하다. 장애인 역시 비장애인과 같은 맥락에서 본다면 신체적인 차이 외에는 정보를 얻고자 하는 욕구 뿐만 아니라 다른 서비스를 제공받고자 하는 욕구도 같다고 할 수 있다. 또한 장애인은 지역사회의 한 일원으로서 자신의 능력을 최대한으로 발휘하고자 하는 욕구도 있으며, 현재의 자신보다는 앞으로의 자신을 위해 노력하는 것 또한 비장애인과 다를 바 없다. 중증 장애인들은 지역사회적응기술을 통해 얻어진 경험과 지식을 바탕으로 사회적 기관이나 시설을 이용하여 자신이 원하는 서비스를 제공받고 욕구를 충족하려고 한다. 정보화 교육 서비스 역시 장애인들이 원하는 사회 서비스 욕구 중의 하나이다. 이러한 욕구 해결을 위해 장애인들은 지역사회적응기술을 이용하여 서비스 제공 기관까지 찾아가게 된다. 본 연구는 이러한 내용을 바탕으로 시․청각장애인들의 정보화 교육에 대한 만족도와 인식에 대해 알아보았다. Entering 21 century. People tend to have urgent needs of computer utilization skills. This trend resulted in the pursuit of information technology and the improvement of personal computer utilization skills among people in general, as well as persons with visual and hearing impairments. This computer education is very important program for persons with visual and hearing impairment in community. The purpose of this study was to investigate the actual conditions of information education for people with visual impairments and hearing difficulties. The survey sample included 154 people with visual impairments and 101 people with visual impairments and hearing difficulties. The results of this study can be summarized as follows. First, the age unit was hold plentifully most of 20-30, the ratio of the capital region was upper 30%. Persons with visual impairments were higher education than hearing difficulties in case plentifully from educational background. Second, the evaluation of information educational contents and program substitutionally educational contents it is easy but education at quality of information educational contents is not easy is a possibility of knowing, the place where the visually impaired understand an educational contents a possibility of knowing it is not easy there is. Third, compared to it will give the craving which it bears to the students of education whom information educational institution it goes round satisfactorily and as well good image and the agency and facility it was had. Fourth, the objective which information education of the people with disabilities is principal the objective of information anger education the computer, the internet and the back the place where it is active from this daily life becomes big help is a possibility of knowing the thing. Fifth, Information education is until still it does not do a hazard actual alternative presentation without doing a job life or an employment. Sixth, the kind change which receives information anger education gives not only providing information anger educational service psychological partial life of the disabled people is joyful.

        취업정신장애인 가족들의 삶의 질에 관한 연구 - 정신분열증을 중심으로 -

        The purpose of this paper is to study on employment of the mental handicapped and relationship of their family members life quality, and to suggest right direction of their job rehabilitation, by inspecting the differences of life quality between family members of the employed and unemployed. For the method of this study, it was done by literature study and questionnaire. As for literature study, it was mentioned mainly on theories and measures with the reality of job rehabilitation of the mental handicapped and their life quality, and for questionnaire, it was studied on 20 direct family members, as experimental group, who were over than 30 and less than 60 years old, and were taking roles as guardians for the family members of over than 18 and less than 55 years old with diagnosis of schizophrenia by DSM-Ⅳ and they were in Seoul with jobs, among the members who were using job rehabilitation facilities. And, as for compare group, it was studied on 20 persons with similar condition to experimental group, among the family members of mental handicapped in their home in SeongSeo area in Daegu and among the members of Korea Family Association for Mental Health who were jobless and had mental handicapped family members. The result can be summarized as follows; First, First, in general items, they showed much higher result of divorced, bereavement, and cohabitation in total ration between experimental group and compare group excepting married than Korean general adults, and this means the family members of mental handicapped had some problems in family relationship by negative emotions like stress, anxiety, and change of role or the other environmental factors, and as for the relationship with the mental handicapped majority of them were their sons and daughters, and it means when we regard it in Korean emotion, the main role of local society rehabilitation was being done still by parents of the mental handicapped who took most guardian role, and in total income per month, from over than 500 thousand won to less than 1,000 thousand won was most frequent in total ration in both of experimental group and compare group, and this amount was much less than average income of Korean civil workers, so we can understand their double difficulty of family of the mental handicapped. Second, in emotional state, both of the groups showed low satisfaction because of melancholy, and this meant the family members life quality was increased by them as in so many results of preceding studies for life quality of the family members of the mental handicapped, and the fact that experimental group showed a little high result than that of compare group meant that their employment showed positive effect on their family members life quality.

        직업재활서비스 전달체계와 네트워크 구축에 관한 소고

        우리나라에서 직업재활서비스를 제공하고 있는 기관으로 장애인복지관, 직업재활시설, 특수학교, 한국장애인고용촉진공단 등 전국적으로 약 590개소 이상이 존재하고 있다. 그러나 장애인 중심의 서비스 부족, 비합리적 서비스 전달기관의 역할과 기능, 서비스전문화 부족 등의 문제로 통합적이고 효율적인 서비스 제공이 이루어지지 못하고 있으며, 직업재활서비스 전달체계의 미확립으로 재활기관은 서비스이용자 모집경쟁을, 장애인 입장에서는 동일한 내용의 서비스가 중복적으로 제공되어 불편함을 겪고, 시간적, 경제적 낭비를 초래하게 되었다. 서비스 기관들이 유기적으로 통합되지 못할 때 조직과 자금의 중복과 낭비가 발생하고 서비스단절과 누락, 과잉 등 많은 문제를 야기 시킨다. 따라서 이러한 문제를 해결하기 위해 우선 직업재활 서비스전달체계의 개선과 서비스 제공기관의 체계화, 관련기관 간의 상호 네트워크 구축은 제한된 국가사회적 자원을 적절히 장애인의 욕구에 맞게 사용하기 위한 일차적 과제라고 볼 수 있다. 바람직한 장애인의 직업재활서비스 제공을 위한 서비스 전달체계와 네트워크 구축을 위해 본 연구에서는 첫째, 직업재활서비스를 제공하는 정부부처의 통합적 시스템을 통해 자원의 효과성을 극대화하고, 둘째, 재활전문공무원제를 도입하여 전문성과 책임성이 포함된 정책적 리더쉽을 발휘하여 재활기관 간 협력을 이끌어 내어야 하며, 셋째, 서비스 이용자 중심의 전달체계로의 전환과 중증장애인에게 우선하는 서비스제공이 이루어져야 한다는 방향을 제시해 보았다. Vocational rehabilitation of persons with disabilities is an emerging profession in Korea because one of the most important rehabilitation goals is the economic independence of rehabilitation clients. It is a basic human right. Recently, vocational rehabilitation facilities and institutes have continually been increasing. However, there is a concern and paucity of research regarding service delivery of vocational rehabilitation for persons with disabilities. To improve quality of life for persons with disabilities, service quality should be guaranteed through the networking among rehabilitation organizations and professionals, inter-agency agreement, and well trained personnel. Without adequately service delivery system and trained personnel for delivering vocational rehabilitation services to people with disabilities and coordination among rehabilitation professionals and agencies, the outcome of a variety of efforts in many levels of society is continuing to be disappointing. Networking among rehabilitation professionals, persons with disabilities, employers, and rehabilitation organizations increases experience exchange, public awareness, facility resource allocation, cooperation, training opportunities, knowledge-based decision making and appropriate utilization of research. In order to operate organizations for people with disabilities effectively, develop and evaluate professional programs, and activate linkage between organizations off for people with disabilities, education opportunities for rehabilitation professionals should also be increased and supported. Furthermore, vocational rehabilitation measures should be constantly provided on highly individualized bases, while maintaining good networking among rehabilitation professionals and organizations themselves. A common body of knowledge underlying the practice of vocational rehabilitation should provide standardization of preparation and practice, and protection of integrity of rehabilitation services. The client-centered rehabilitation practice emphasizes life long processes of persons with disabilities including employment. Further analysis of changes and content in service delivery based on comprehensive, continuity, accountability and accessibility will greatly enhance quality of life for persons with disabilities.
