주민참여예산제도 활성화 방안

본 연구는 주민참여예산제도 활성화 방안에 대한 요인을 도출하고 도출된 요인을 관련 공무원과 주민참여예산 위 원들의 설문조사를 통해 실증분석 하고, 또한 인천 남구 주민참여예산제도 운영에 대한 분석을 하였다. 연구결과 주민참여예산에 관한 요인은 ‘주민참여예산제도 기반형성’, ‘주민참여예산제도 성공요인’으로 구분됨을??확인하였고 이들 차원과 주민참여예산제도 시행효과의 인과관계와 각 요인에 대해 관련 공무원과 주민참여예산??위원들 두 집단이 차이가 있는지를 살펴본 결과 주민참여예산제도 기반형성과 주민참여예산제도 성공요인이 주민 참여예산제도 시행효과에 통계적으로 유의하게 나타났다. 또한 각 요인에 대한 관련 공무원과 주민참여예산 위원 들 두 집단에 대한 차이분석 결과 통계적으로 유의하게 차이가 있음을 확인하였다. 추가적으로 공무원과 주민참여 예산 위원들 각각 회귀분석 비교분석 결과 공무원은 주민참여예산제도 성공요인을 중요하게 생각하고 있으며, 위 원들은 기반형성 구축이 주민참여예산제도 시행효과에 더 중요하게 영향을 미치는 것으로 인식하고 있다, 주민참 여예산제도의 활성화를 위해서는 참여가치에 대한 공감대, 지역사회나 관련조직의 의견수렴, 교류를 위한 네트워 크 구축 등의 기반형성과 주민참여예산제도의 범위를 예산편성에서 예산 전반의 참여권한 확대가 필요하고, 공무 원의 적극적인 지원 활동 등 주민참여예산제도 성공요인 관리가 필요하다. This study derived factors related to the activation of citizen participatory budgeting, analyzed the factors??positively through a questionnaire survey of involved civil servants and participatory budgeting committee??members, and made analysis of participatory budgeting system for operation in the Incheon Nam-Gu area. According to the results of this study, factors related to participating budgeting were largely divided into??‘footing of citizen participatory budgeting’ and ‘success factors of citizen participatory budgeting.’ In the??results of examining the causal relationship between these dimensions and the effect of citizen participatory??budgeting system and seeing if there was any difference in each factor between involved civil servants and??participatory budgeting committee members, footing of citizen participatory budgeting and the success factors??of citizen participatory budgeting were statistically significantly correlated with the effect of citizen participatory??budgeting sysytem. In addition, a statistically significant difference was observed in each factor between??involved civil servants and participatory budgeting committee members. In additional comparative regression??analysis between civil servants and participatory budgeting committee members, civil servants attached more??importance to the success factors of citizen participatory budgeting, but committee members considered the??footing of the system more important for the effect of citizen participatory budgeting. What are required for the??activation of citizen participatory budgeting system are consensus on the value of participation, opinion??collection from communities and related organizations, construction of networks for exchange, and the??extension of the scope of participatory budgeting from budgeting to the whole range of budget?related areas.??What is more, the success factors of participatory budgeting including civil servants’ active support need to be??managed properly.

인천 사회적경제조직의 기업가역량이 수익성에 미치는 영향 연구

본 연구는 인천지역 사회적경제조직이 수익을 얻기 위해서 어떠한 지역경제공헌요인이 필요한 것인지에 대해 연구한 것이다. 연구방법은 요인분석과 조절회귀분석을 사용하여 이루어졌다. 사회적경제조직은 각 형태마다 주된 사회적기업가역량의 형태를 가지고 있으며 이는 진취성, 혁신성, 위험감수성으로 구분되었다. 지역경제공헌 또한 각 요인별 지역서비스, 지역시민소통, 지역단체교류, 지역경제로 존재한다. 결국 수익성을 위한 지역경제공헌요인은 각 사회적기업가역량 요인마다 다르게 나타났으며 진취성은 지역서비스와 지역경제, 혁신성은 지역시민과 지역단체, 위험감수성은 지역서비스와 지역경제에 주목해야 할 필요가 존재한다. This study is a study to get income from social economic organization in Incheon area. It is necessary to confirm that the local economic contribution factor is necessary. The research method was done using factor analysis and regression analysis. Social economic organization has the form of major social entrepreneurial capacity in each form Progressiveness, innovation, and risk sensitivity. Local economic contributions also consist of local services, local citizen communication, local community exchanges, and local economies. Finally, the contribution of local economic contribution to profitability is different for each social entrepreneurial competence factor. There is a need to pay attention to regional service and regional economy, innovation, local citizens and local organizations, and regional service and regional economy.

사회적경제와 지역의 내발적 발전에 관한 연구

본고는 세계경제공황 이후 빛을 발하고 있는 사회적경제의 지역적 의미와 그 역할을 명확히 하기 위하여 지역경제 활성화 방안으로 사회적경제가 갖는 지역적 함의와 지역 내발적 발전론에 초점을 맞추어 논의하였다. 따라서 본고에서는 사회적경제가 갖는 지역적 개념을 중심으로 사회적경제의 지역자원의 활용과 지역자원의 개발에 내발적 발전론의 이론을 접목하였다. 지역경제 활성화의 지속성은 지역 내 재투자력을 높여야 한다. 재투자력을 높이는 방법으로 사회적경제 조직인 사회적기업, 협동조합, 마을기업의 유효성을 논의하고자 하였다. 이러한 지역 내 재투자력은 지역기업간의 산업연관을 강화해야 하며 이렇게 강화된 산업연관은 지속적인 지역발전의 메커니즘으로 확대되어야 한다. 지역주도 경제체제와 지역 내 재투자력을 높임으로써 지역발전의 시스템을 만들 수 있다. 이는 지역주체들의 각인과 주체들의 자발성 없이는 불가능하다. 또한 이러한 주체들이 지역자원의 활용과 지역사회의 문제를 바라보는 관점이 요구되며 지역자원과 지역사회의 문제를 해결하는 방식으로 사회적경제의 내발적 발전의 방식을 활용해야 한다. This study aims to clarify the regional meanings and roles of social economy which has been highlighted after the global economic crisis through discussion focusing on endogenous local development theory and the regional implications of social economy as a way to vitalize regional economy. Therefore, centering around the regional concept of social economy, this study combined endogenous development theory into utilizing the local resources of social economy and developing local resources. To make the vitalization of regional economy sustainable, it is needed to enhance community reinvestment. As a way to improve reinvestment, this study will discuss the effectiveness of social economy organizations such as social enterprises, cooperative societies, and community enterprises. Community reinvestment can be enhanced by increasing industrial connectivity among local companies and then extending the increased industrial connectivity into a sustainable mechanism of local development. It is possible to build a system of local development by enhancing community reinvestment and a locally-led economic system. This can never be realized without the local subjects’ awareness or autonomy. Moreover, it is needed for the subjects to have a righteous view to making use of local resources or dealing with community issues, and it is also necessary to employ the endogenous development of social economy as a way to solve problems related with their community or local resources.

6.15남북공동선언 이후 인천지역 시민사회 평화통일운동 연구

인천광역시는 접경지역으로 분쟁 발발의 최전선이자 동시에 남북교류협력의 거점이라는 지정학적 양면성을 지니고 있다. 평화와 협력은 인천지역 주민들의 생존과 안전에 직결된 과제이며 평화도시 조성은 인천지역 발전의 미래라 해도 과언이 아니다. 4.27판문점 선언과 9.19공동선언은 인천광역시의 역할을 구체적으로 명시함으로써 평화도시 인천 조성을 위한 지방자치단체의 방향과 정책이 어느 때보다 중요한 시점이다. 이에 따라 6.15남북공동선언 이후 인천지역 평화통일운동의 한 주체로 지자체와 함께 기여해 온 시민사회와 시민사회단체 역할의 증대와 새로운 방향 모색을 요구받고 있다. 본 연구에서는 궁극적인 목적인 한반도 평화와 협력에 기여하기 위한 시민사회의 평화통일운동 방향을 모색하기 위해 다음과 같은 내용을 중심으로 고찰하였다. 먼저 시민사회와 시민사회단체, 평화통일운동의 이론적 접근을 통해 개념과 의미를 정의하고 시민사회의 평화통일운동 주요 쟁점과 평화협력시대의 의미와 전개과정을 살펴본다. 다음으로 인천지역 시민사회의 평화통일운동 모범사례를 통해 시민사회의 역할과 임무에 관해 조명해 본다. 결론으로 지속가능한 시민사회의 평화통일운동 방향과 과제를 고찰하여, 지자체와 시민사회의 민·관 협력의 필요성과 방안에 관한 시사점을 제시하였다. 한반도 평화협력시대의 서막은 이미 올랐다. 남북과 동북아시아의 지속가능한 평화협력체제 구축을 위해서는 시시각각으로 변화하는 국제정세에 조응하면서 중앙정부를 비롯한 지방정부와 민간 등 평화통일역량을 축적해 나가야 한다. 특히, 시민사회의 역할과 기여가 요구된다. 그러나 한반도를 둘러싼 국제사회의 정치정세는 하루 앞을 내다볼 수 없을 정도로 유동적이다. 따라서 정치정세에 민감하게 반응하지 않으면서도 비정치적·인도적 측면에서의 남북교류협력을 통한 신뢰 구축이 절실한 바, 여기에 시민사회 역할의 중요성이 있다. Incheon Metropolitan City is a border area and has geopolitical ambivalence as the front line of the dispute and the hub of inter-Korean exchanges and cooperation. Peace and cooperation are directly related to the survival and safety of Incheon residents, and it is no exaggeration to say that the creation of a peaceful city is the future of Incheon"s development. The 4.27 Panmunjom Declaration and the 9.19 Joint Declaration specify the role of Incheon Metropolitan City, so the direction and policy of local governments to create a peaceful city of Incheon are more important than ever. Accordingly, it is being called on to increase the role of civil society and civil society organizations, which have contributed together with local governments as a main body of the peaceful unification movement in Incheon since the June 15 South-North Joint Declaration, and to seek new directions. This study focused on the following topics to explore the direction of the civil society"s peaceful unification movement to contribute to peace and cooperation on the Korean Peninsula, which is the ultimate purpose. First, I would like to define the concept of civil society for the theoretical approach of civil society and peaceful unification movement and examine the concept and process of peaceful unification movement and the current state and issues of civil society oriented toward peaceful unification after the June 15 Joint Declaration. Next, through the Incheon Metropolitan City"s policy for peaceful unification and the Incheon Civil Society"s peaceful unification movement, the direction and tasks of the sustainable civil society"s peaceful unification movement were explored. In order to consider the challenges of civil society, the roles and tasks of Incheon after the Panmunjom Declaration in 2018 were pointed out and suggested suggestions on the need for public-private cooperation. The prelude to the era of peace and cooperation on the Korean Peninsula has already risen. In order to establish a sustainable peace and cooperation system between the two Koreas and Northeast Asia, it is necessary to adjust to the changing international situation and accumulate peaceful unification capabilities such as the central government, local governments and the private sector.
