가톨릭 장애인 단체의 지역사회조직에 관한 사례 연구 : 여주시 ‘함께길벗’을 중심으로

본고는 가톨릭 사회 교리의 정신에 따라 평신도 사도직을 통한 지역사회 안의 장애인 사목 활성화에 기여하고자 수행하였다. 종교 기관은 지역사회에서 중요한 복지 자원으로 역할이 가능하지만, 소극적인 사회적 관심으로 지역사회의 문제에 적극 대처하지 못하였다. 이러한 특성은 지역사회를 기반으로하는 장애인 복지의 증진을 위한 활동 주체로 당사자 집단의 역할이 중요시 되어 왔음에도 불구하고 종교 기관이 장애인의 접근을 제약하는 원인이었다. 따라서 본 사례 연구에서는 경기도 여주시의 천주교 본당에 소속된 한 장애인 자조 집단의 지역사회조직의 사례를 발굴하여 분석·보고하였다. 첫 단계로, 본당을 중심으로 한 장애인 자조 집단의 지역사회조직 과정을 구체적으로 제시하였다. 이를 위해 본당 내 장애인 자조 단체의 장애인과 비장애인 회원들의 활동 경험과 그 의미 체계를 분석함으로써 자조 모임을 활용한 장애인 지역사회 통합 사목의 유용성과 성과 요인을 도출하였다. 분석 결과 단체의 발전은 형성 단계, 조직화와 실행 단계, 변화와 확장 단계로 구분하여 각 단계의 이행 요소들을 확인할 수 있었다. 추가로, 장애인 자조 모임의 참여 구성원들의 평가를 질적 연구 방법으로 분석하여 ‘조직화를 향한 적극적 리더십’, ‘욕구 접근과 불편했던 조율 과정’, ‘의미 있는 변화들’이라는 세 개의 주제를 도출하였다. 연구 결과를 바탕으로 종교 기반 장애인 자조집단의 지역사회 조직화 역동을 도식화하여 통합적 실천 모형으로 제시하였다. 결론에서는 종교 기반 장애인 단체의 지역사회 전략을 조직화와 프로그램 중심으로 정리하여 제시하고, 장애인 사목에 대한 천주교회의 더 깊은 성찰과 적극적인 관심을 촉구하였다. 이 중 조직화와 관련하여 설립 주도자의 역할, 장애인 및 비장애인 회원 간의 통합, 운영 자금과 프로그램 등의 함의를 구할 수 있었다. 특별히 교회 측면에서 장애인에 대한 지역사회 통합 사목의 정체성과 방향성, 장애인의 직접적인 사목 활동 참여에 대한 중요한 함의를 얻어낼 수 있었다. This study sought to contribute to the vitalization of the pastoral care for the disabled in the local community through the lay apostolate in accordance with the spirit of Catholic social doctrine. Religion can serve as important welfare resources in the community, but have not been able to cope with the problems of the community due to their passive social interest. These characteristics were the reason that religious organizations restricted the access of persons with disabilities, even though disabled groups have played an important role in promoting community-based welfare for the disabled. In this case study, case examples of community organizations were identified, analyzed, and reported through cases of disability self-help group belonging to Catholic church in Yeoju city, Gyeonggi province. As a result of the analysis, group development can be identified as formation stage, organization and execution stage, change and expansion stage, and the elements of implementation at each stage can be identified. In addition, we analyzed the evaluation of participating members of the group by qualitative research method, and found three themes such as ‘active leadership toward organization’, ‘Access to need and coordination of uncomfortable process,’ and ‘meaningful changes.’ Based on the results of this study, the community organizing dynamics of the religious-based group of the disabled is shown in a diagram, and presented as an integrated practice model. In conclusion, the local community strategies of religious-based disabled groups were presented in organizing and program-oriented manner, and the Catholic Church urged further reflection and active interest in the pastoral care for the disabled. In terms of organizing, the role of the founder, the integration between the disabled and non-disabled members, and the operating funds and programs were implicitly obtained. In particular, we could obtain important implications for the identity and direction of the community-integrated pastoral care for persons with disabilities and the direct participation of the disabled in pastoral activities.
