‘모두를 위한 교육’(EFA)은 르네상스 시대 최초로 주창된 보편교육권의 근대적 발현으로 유엔에서 주도하는 인권 및 개발의제 의 일환으로 발전하였다. 본고는 2000년 세계교육포럼(세네갈 다카르)에서 채택된 EFA체제를 중심으로 EFA의 성과와 과제를 점검하였다. 그리고 EFA에 대한 분석을 통해 미래 국제교육의제 설정에 있어 고려되어야 할 교훈과 함께 글로벌 교육 및 개발 분야의새로운 경향을 제시했다. 분석 결과 2000년 이후 추진되어온 EFA사업의 주요 교훈으로 1) 명확하고, 단순하며, 측정가능한 목표 설정, 2) 지역차원을 넘어 보편적으로 적용가능하며 지역별 차이를 고려한 목표 개발, 3) 주요 이해당사자들의 참여를 유도할 수 있는 글로벌 인식 증진과 협조 체계 구축의 세 가지가 도출되었다. 더나아가, 최근 논의되고 있는 국제교육과 국제개발 분야의 주요 경향 분석을 통해 향후 의제 설정 시 고려되어야 할 사항으로 1) 투입(input) 위주의 교육(education)에서 결과(output) 위주의 학습(learning)으로의 전환, 2) 교육 빈곤 인구지형의 변화와 교육 형평 성에 대한 강조, 3) 교육에 있어 지속가능발전 의제의 부각 등 세가지를 꼽았다. 본고는 이런 분석을 통해 국내 학계에 EFA를 소개하고, 2015년 이후 글로벌 교육의제 설정을 검토하기 위한 기본구조를 제시하며, 논의과정에서 국내외 전문가와 관계자의 보다 광범위한 참여를 촉진하고자 한다. Education for All (EFA) is the modern culmination of the movement to ensure the universal rights to education that was first proposed during the Renaissance and prospered with the modern human rights and development movement led primarily by the United Nations. This article reflects on the progresses and challenges of the EFA framework proposed at the World Education Forum in 2000 held in Dakar, Senegal. Based on this review, the paper identifies the lessons learned as well as major global developments and tendencies in the field of global education and development that should be taken into account in formulating the future global education agenda. The major lessons that are derived from this reflection of the current EFA framework can be summarized as: 1) the importance of a clear, concise and measurable agenda, 2) goals that go beyond and are fair to the regional levels, and 3) the centrality of global awareness building and coordination amongst the major stakeholders. Moreover, the article identifies the following three developments and tendencies that should be considered as 1) the shifting focus from education to learning, 2) the changing geography of educational poverty and equity, and 3) the increased emphasis on sustainability in education. Through this review, the article aims to introduce the EFA framework, provide a framework to start thinking of the future global education agenda post-2015 and invite a wider range of participation of experts and officials in Korea and beyond in this process of deliberation.

비정형 빅데이터를 이용한 COVID-19 주요 이슈 분석

2019년 12월 말, 전 세계를 혼란에 빠트린 코로나바이러스감염증-19(COVID-19)의 팬데믹이 시작되었다. 이러한 위기를 극복하고 피해를 최소화하기 위해 정부와 기관에서는 기존의 정책지원 효과를 극대화하고 변화하는 사회를 반영한 전방위적 대응책 마련이 필요하다. 사회적으로 부각되는 논제와 관심사항의 주제를 파악하기 위해, 본 연구는 소셜미디어의 빅데이터를 통해 코로나19와 관련된 주요 생각, 태도, 감정 등을 파악한다. 특히 정부의 대응에 관한 대중의 견해를 알기 위해 ‘정부 대응방향’을 기준으로 시기를 나누어 분석을 진행했다. 분석에 활용한 데이터는 네이버를 통해 2019년 12월 31일부터 2020년 12월 12일까지 수집되었다. 또한, 분석을 위해 텍스트마이닝 기법 중 TF-IDF 키워드 추출과 LDA 토픽모델링을 활용하였다. 그 결과, 8개의 코로나19 관련 주요 이슈가 도출되었으며, 이러한 이슈 사항과 주요 키워드를 기반으로 해당 분야에서의 코로나19 및 감염병 대응 정책 전략을 제시하였다. 본 연구는 코로나19 팬데믹과 같은 위기상황에 정부와 관련 기관이 국민의 필요와 요구에 따른 정확한 대응책을 마련하는 데 기초자료를 제공했다는 점에서 의의를 가진다. As of late December 2019, the spread of COVID-19 pandemic began which put the entire world in panic. In order to overcome the crisis and minimize any subsequent damage, the government as well as its affiliated institutions must maximize effects of pre-existing policy support and introduce a holistic response plan that can reflect this changing situation- which is why it is crucial to analyze social topics and people’s interests. This study investigates people’s major thoughts, attitudes and topics surrounding COVID-19 pandemic through the use of social media and big data. In order to collect public opinion, this study segmented time period according to government countermeasures. All data were collected through NAVER blog from 31 December 2019 to 12 December 2020. This research applied TF-IDF keyword extraction and LDA topic modeling as text-mining techniques. As a result, eight major issues related to COVID-19 have been derived, and based on these keywords, this research presented policy strategies. The significance of this study is that it provides a baseline data for Korean government authorities in providing appropriate countermeasures that can satisfy needs of people in the midst of COVID-19 pandemic.

This study develops an extended model to predict customer satisfaction in easy payment systems based on information systems success model. Our data was collected from easy payment systems users and analyzed using PLS. This study selected four variables as easy payment systems characteristics(convenience, variety, security, speed) along with gender being used as a moderating variable. The results showed that convenience and security are turned out to affect customer satisfaction. Additionally, the test of difference in gender revealed that with respect to gender, moderating effects exist in security and speed. This implies that this study can provide different promotion strategies according to gender. Overall, the proposed model could be used to predict customers' willingness to pay on the easy payment systems.
