이 연구는 1958년부터 1964년까지 미공보원에 의해 간행된 『새힘』에 대한 질적 내용분석을 통해 『새힘』에서 기술된 한국 농업, 농민, 농촌에 대한 인식을 고찰하고, 그 함의를 필립 맥마이클의 ‘개발 프로젝트’의 주요 구성요소를 중심으로 분석하였다. 그 결과, 『새힘』은 미국의 전후 국제전략의 맥락에서 한국 농촌지역을 중심으로 집행된 미국의 대외원조 정책을 홍보하는 기제가 되었으며, 화학비료와 기계화의 장려를 통해 농업의 산업화를 지원하였으며, 한국 농촌사회의 전통적 지식보다 합리성과 과학적 진보에 기반을 둔 개발과 생활 수준의 향상을 부각하였음을 파악하였다. 또한 『새힘』의 내용은 한국 농촌사회를 중심으로 이루어졌던 개발이 젠더 불평등을 강화하고 있음을 보여주었다. 마을 주민들의 자조적 노력과 지역개발의 주체로서 농촌 청년들의 역할 또한 강조하고 있으나, 이들이 이루어야 하는 것으로 가정하는 발전도 현대화와 합리성에 기반을 두고 있는 것으로 볼 때 『새힘』의 관점은 국제전략으로서 개발 프로젝트를 설명한 맥마이클의 주요 논지와 연계성을 가진다. This paper examines the perception of Korean agriculture, farmers, and rural areas described in New Strength, the monthly magazine published by USIS from 1958 to 1964. It draws its implications from Philip McMichael"s "Development Project" through the qualitative content analysis of New Strength. The results show that New Strength became a mechanism to promote U.S. foreign policies implemented in Korean rural areas in the context of the U.S."s postwar international strategy. Besides, its content supported the industrialization of agriculture through the promotion of chemical fertilizer and mechanization. New Strength also emphasized the development of living standards based on rationality and scientific progress rather than the traditional knowledge of Korean rural society. In addition, the contents of New Strength show that rural development in Korea led to reinforcement of gender inequality. Although it emphasized self-motivated efforts of the villagers and the role of rural youth as a subject of rural development, the development they tried to achieve is based on modernization and rationality. In these regards, the perspective of New Strength is closely linked to the main arguments of McMichael"s development project described as an international strategy.
