Side collisions (or side crash) account for 51.6% of all car to car accidents occurred in 2010. It is necessary to analyze those vehicles' structure deformation and passengers' injuries in the side collisions. A moving barrier (950kg) is currently used in the KNCAP side impact test. However, in order to enhance a passengers' safety in the side collisions, we introduce an AE-MDB (1500kg) which provides more severe conditions for this test. In this study, the test results using both barriers are compared and analyzed.

In 2010, the number of accidents of side crash of car to car crash incidence is equivalent to 51.6 percent of the 86,156 cases. It had the highest proportion in a whole car accident. Also in the second half of 2010, cars registration of greater than or equal to 1,400 ㎏ and less than or equal to 1,600 kg is equivalent to 24% of the condition in the domestic passenger cars registration, which is showing the highest number of status. Therefore, to guarantee security of side crash, we tested KNCAP moving barrier(950㎏) with the AE-MDB(1500㎏) reflecting characteristics and design of the car on the market today and studied the effects on the vehicle structure deformation and dummy injury compared to the moving barrier of KNCAP.

The domestic car to car accident Perpendicular to side car crash in a car accident case, the proportion was the highest. Being studied in this paper AE-MDB side impact test and Side Pole test change the body injury results data analysis and evaluation methods KNCAP hatch side impact applied to the phase comparison should investigate.

Korea NCAP is conducting the full frontal crash test and offset frontal crash test. Dummy injury measurement items of full frontal crash test are divided into head, chest, upper legs. Dummy injury measurement items of offset frontal crash test are divided into head, chest, upper legs, lower legs. The weakest part in safety when crash appeared with lower legs by invasion of steering and pedals. In this paper, effects for offset frontal crash safety score by lower legs injury analysis and lower legs injury for full frontal crash safety score apply the Korea NCAP.
지방자치단체의 민간위탁 운영 성과와 쟁점 : 울산광역시를 중심으로 The Case of Ulsan Metropolitan City

Since 1980's, a number of advanced countries faced economic crisis generated from government inefficiency. They attempted to break through it by way of privatization. They sold off state-owned firms to private enterprises or contracted out to private sectors. However, these privatization policies are one of the most difficult methods a public sectors can choose. Specifically, the lack of appropriate tools and mechanism of the contracting out make the government's contracting out inefficiency. In these context, the purpose of this study is to evaluate the contracting out of local public services and to deal with the issues raised in the process of contracting out. Namely, it is to investigate the present conditions of contracting out for the public services which has been provided by the ulsan metropolitan government and to present suggestions to improve it.

Recently, there has been a growing interest in the use of contracting out by all levels of government in Korea. Contracting out for local public service is one of the most efficient arrangement to promote the local government productivity. Therefore, contracting out is extending to all area by local government. Contracting out is the representative method of privatization and plays the role of complementing the government-run public service. It is the expected realization of the cost reductions and improving service quality from external production as a result of increased competition in the supply of public service. However, there is still the debate among scholars as to whether its effects are really positive or not. The purpose of this study is intended to figure out the present conditions of contracting out in the local government and to make a reform measures to solve current problems.
