행정(行政) 개념사 정립을 위한 시론적 연구: 용어로서 ‘행정(行政)’의 생성과 사용용례 확인

본 연구의 목적은 행정 개념사 정립을 위한 시론적 연구로, 용어로서 ‘행정(行政)’의 생성과 사용 용례확인을 해보고자 하는 것이다. 이를 위해 본 연구에서는 행정의 개념사적 정립을 위한 기초적 이론적 논의로 행정 연구에서 개념사의 유용성을 살펴볼 것이며, 용어로서 ‘행정(行政)’의 생성과 사용용례 확인을 위한 본 연구의 분석틀과 대상을 제시하고, 용어로서 행정의 생성과 사용용례 확인을 위해 중국 고전문헌 및 조선왕조실록을 살펴보고자 한다. 이를 통해 살펴볼 수 있는 함의 및 시사점으로, 연구 대상인 ‘행정(行政)’에 대한 새로운 연구 시도는 물론이고, 이를 ‘행정(行政)’ 용례 생성 및 사용용례 확인을 통해 ‘행정(行政)’의 개념이 동아시아 삼국(한국, 중국, 일본)에서는 ‘행정(adminstration)’이 봉사, 관리 등의 관념을 포함하고 있지 않다는 것이다. 즉, 외국, 특히 미국의 행정과 차이가 있다는 것이다. 다시 말해, ‘행정(行政)’이라는 용어는 정치와의 미분화상태에서 ‘행정(行政)’은 국가의 일, 즉 국가적 차원의 행정 행위로 사용되며, 특히 근대 시기의 한국에서는 권력분립적 개념과 관료제적 차원의 명명에서의 행정 개념이 사용되어지고 있음을 알 수 있었다. 결국, 본 연구는 행정 연구의 근대성에 대한 관심, 행정의 한국화(또는 토착화), 행정의 개념화에 대한 새로운 연구방향을 제시하였다는데 의의가 있다. The aim of study is investigating generating and check usage examples of “Haengjeong(行政)” as a term into a preliminary research on the establishment for conceptual history of administration. For this purpose, we will examine basically the usefulness of the concept history to establish for conceptual history of administration, and showing a framework and object of analysis to generation and check usage examples of “Haengjeong(行政)” as a term, and investigating from when the term “Haengjeong(行政)” was used in Korean literature(Annals of the Joseon Dynasty) and Classical Chinese literature. As the implication and indication for analysis, this study is new trial research for “Haengjeong(行政)”, object for this study, and administration is not contain mean of serving and management in korea, china, japan. "Haengjeong(行政)" different for administration. In other words, We know that as term of "Haengjeong(行政)" is mean work or administrative act of nation and used for power separation and bureaucracy in modern times of korea. After all, This study indicates that the focus on the korean modernity of adminstration of administrative research, the koreanization(or indigenization) of administration, and the new direction of study of administration of administrative concepts.
