        This study "A Study on the Development of Educational Autonomy and Local Autonomy Relationship" is analyzed the issue of local educational administration system and development plan dividing legal problem, organizational problem, personnel affair's problem, operational problem and problem of education finance security and its operation and presented the improvement plan. At first, local education self-government law should be modified at least the part of regulation at 2 clauses in local education self-government law article 9, and No 3 at I clause in enforcement ordinance article 17 to coincide with the purpose of enforcement of local education self-government. Education Committee should have right to deliberate and make a decision about the relevant matters about educational policy and operation of educational system. Second, It is desirable that establishment scale of local education self-governing body is decided with considering regional real condition. It can be acceptible that local education self-governing body would be established by present scale in the cities, relatively self-supporting finance, such as Seoul, Busan, Daegu, Inchon and Kwanju and by its own way in the other area such as provinces. Third, Set up the status of the superintendent of education and election method Superintendent of education should be the stand-alone executive organ which has right of execution and enactment of regulations about liberal arts. Fourth, school committee should be conversed an organ of consultation to a legislative organ and it also needs a device to get consultation by professionals and guarantee of its authority and status for being operated as a democratic organ. Fifth, raise the finance of local education, tax system should be changed and modified. And deficit in revenue can be made up with money from surtax of property tax.
