It's difficult to monitoring of power system's security. And it's more difficult to monitoring precisely which like domestic power system with large capacity and complex utilities. The government project, which wide area power system monitoring with synchro-phasor measurement in Jeju-island's power system which is independent from main land's large power system, started in 2005 is the installation and operation of PMU devices on 154kV substations and HVDC convert station. In this paper present the strategy of Smart Power Grid by the result of a installation and test operation the PMU in Jeju power system.

Renewable energy sources such as PV and wind power have uncertainty and volatility, so measures must be taken to expand the acceptance of renewable energy sources. Time synchro-phasor technology is useful for real-time monitoring and protection control of renewable energy source linked power grid. In this paper, we construct a local renewable energy monitoring and operation system using GPS (Global Position System) based time-synchronized PMU (Phasor Measurement Unit) and F/R (Fault Recorder) in substation. We introduce the GPS based time synchronizing phasor theory and standard, and then describe PMU and F/R based real-time monitoring system built in substation. Finally, we discuss the monitoring and analysis using real-time data collected.

According to Ministry of knowledge and Economy's notice in 2009 which called 「Power System Reliability and Guideline for Power Quality」, the generator, excitor, governor and PSS over 20MVA must bring forward to KPX that above utilities characteristic test report. The report which is model fixed numbers for PSS/E simulator program and these numbers calculated by recursive method based on testing data. In this paper's object is a developing equipment for these utilities characteristic test and producing fixed numbers.
