This paper proposed the transmission planning mechanism in competitive power markets. This mechanism used Optimal Power Flow (OPF) to calculate operation cost and Contingency Constrained OPF (CC-OPF) to consider N-1 contingency outage. In addition, this algorithm deduced a yearly transmission planning using Dynamic Programming (DP).

The power expansion planning is large and capital intensive capacity planning. In the past, the expansion planning was established with the proper supply reliability in order to minimize social cost. However, the planning can't use cost minimizing objective function in the power markets with many market participants. This paper proposed the power expansion planning model using multi-criteria decision rule. This model used multi objective function considering not only cost minimizing but also GENCO's intension. This paper compared proposed model with WASP model in order to verify the result of proposed model.

However, the planning not used cost minimizing objective function in the power markets with many market participants. This paper proposed the power expansion planning process in the power markets. This system is composed of Regulator and GENCO's model. Regulator model used multi-criteria decision making rule. GENCO model is very complex problem. Thus, this system transacted the part by several scenario assuming GENCO model.

In the past vertically integrated power system, the power utility forecasted power demand and invested new power plants to keep a system adequacy. However, in the competitive electricity markets, a principle part of the capacity investment is market participants who decided the investment to maximize their profit. Especially, one of the main factors in their long-term decision making is the retrieval of fixed costs (construction costs). This paper presents the capacity payment in electricity power markets. The capacity payment (CP) in Cost Based Pool (CBP) is needed to recover fixed costs. However, CP in CBP was applied not only recovering fixed costs but also ensuring supply reliability. In order to operate harmonious power markets, pool needs reasonable CP mechanism. This paper analysis CP using capacity proportion and Reliability Pricing Model (RPM).
