The purpose of this study is to make a historical research about Heung Jong Lee, who was the first Korean acting as an international judo judge when Korean judo did not distinguish itself in the international judo so briskly as now. To do this, this study focused on his career, activities and outlook on judo, and got the results as follows. Firstly, in the part of Heung Jong Lee`s career, by examining the previous research data and the primary data by comparison, I found out historical evidence that Heung Jong Lee`s background of starting judo was the influence from his elder brother, Man Jong Lee. Secondly, in the part of Heung Jong Lee`s activities, I found out through detailed data analysis the fact that Heung Jong Lee won wide recognition for his prominent capability as an international judo judge, and, in addition, he exerted himself to bring his ability as a physical director into full play. Thirdly, in the part of Heung Jong Lee`s outlook on judo, I found it out through literary scrutiny that Heung Jong Lee recognized the necessity of scientific training method introduction and regarded judo as a `Hwalinsul`(to wit, `an art of vivification`) to keep peace rather than emphasized only `Do` (namely, morality) of judo. Judging from these results, Heung Jong Lee can be viewed as a personage who left conspicuous footprints in the development of Korean judo.
