College or university education in Korea has not been freed from or has beenconfined to the policies of undue stress on the social forces and the conditions of the given period, in the transitional process for some 35 years since Korea Independence. But a rapid growth has been achieved, as compared with its short history of college education, making a remarkable contribution to and advancement of, the national development, especially on the level of human power supply, We cannot but recognize that qualitative education has been insufficient, as compared with that of an abrupt quantitative increase. Higher human power of college graduates, however, have poured dynamics to lead the country from an underdeveloped one to a developing one, new should be in charge of the prime mover for pushing the country again up to taking another step into a developed country. From the standpoint of an universal premise that the futuristic industrial structure cannot help putting an emphasis on technology, brain, capital intensiveness, our college education should turn its basis direction to a qualitative one. For human polder to be trained to higher quality, effective policies should be made on the basis of a long term plan of right prospects and uniformity, by which faithful operation of college education, reinforced graduate school education, the promotion of cooperation between the industry and school, closer relation among different levels of education, supperior profesoer security, expansion of research functions, promoted international exchange, etc could be made.
