「国民の読み書き能力調査事業」について -高等学校調査を中心に-

본고는 1955년과 1956년에 일본에서 실시된 읽고 쓰기 능력(리터러시) 조사사업 중 고등학교조사에 관해 고찰한 것이다. 1948년에 실시된 ‘일본인의 읽고 쓰기 능력 조사사업’은 전국민을 대상으로 본격적으로 실시된 첫 번째 조사사업이라 할 수 있다. 그 후속조사로 이루어진 두 번째 본격적 조사사업인 ‘국민의 읽고 쓰기 능력 조사사업’은 간토지방과 도호쿠지방의 19~24세를 대상으로 이루어졌는데 그와 동시에 고등학생만을 대상을 하는 조사가 병행되었다. 즉 간토 및 도호쿠지방의 고등학교 재학생들의 읽고 쓰기 능력과 같은 연령대의 그것을 비교한 것이었다. 조사결과 고등학생들의 읽고 쓰기 능력이 같은 연령대보다 상당히 높은 것을 확인할 수 있었고 또한 전일제 고교가 정시제 고교보다 능력이 높은 것 역시 알 수 있었다. 단 남녀 및 학년 간의 차이는 거의 없었다고 할 수 있다. ‘일본인의 읽고 쓰기 능력 조사사업’에서도 그랬던 것처럼 ‘국민의 읽고 쓰기 능력 조사사업’에서도 역시 ‘한자 쓰기’는 가장 점수가 낮은 항목이었고 이점은 일본어의 읽고 쓰기 능력에 있어서 한자가 갖고 있는 장애적 요소를 말하는 것이라 할 수 있다. This paper focuses on high school students in the reading and writing ability survey projects conducted in Japan in 1955 and 1965. The “Japanese Reading and Writing Ability Survey Project” conducted in 1948 can be said to be the first full-scale survey project targeting all citizens. The second survey project, the ‘People’s Reading and Writing Ability Survey Project’, which was carried out as a follow-up survey, was conducted for people aged 19 to 24 in the Kanto and Tohoku regions. At the same time, a survey was conducted only for high school students. In other words, we compared the literacy of high school students in the Kanto and Tohoku regions with those of the same age group. As a result of the survey, it was confirmed that the literacy ability of high school students was considerably higher than that of the same age group. It was found that the students of the full-time high school had higher abilities than the students of the part-time high school. As was the case with the “Japanese Reading and Writing Ability Survey Project”, “Kanji writing” was the item with the lowest score in the “People’s Reading and Writing Ability Survey Project”. This can be said to indicate the obstacles of kanji in the ability to read and write Japanese.
