Under what conditions do African rulers embroiled in secessionist war commit massive civilian killings? This article claims that severity of the government’s atrocities hinges on whether regional identity reigns in secessionist territory. Strong regional identity assuages security dilemma and engenders a sense of duty among local ethnic groups, which enables secessionist insurgents to build trans-ethnic local support. Confronting these secessionists, the government perpetrates massive civilian killings as a strategy for subduing an ongoing insurgency and exercising firm control over secessionist territory. In contrast, weak regional identity stimulates security dilemma and breeds feelings of wariness and rivalry among local ethnic groups, which staves off rebels’ mustering trans-ethnic local support. In this situation, embattled rulers refrain from massive civilian killings. The Eritrean War of Independence and the Casamance War illustrate this argument. Strong Eritrean identity generated cooperation between Tigre Muslims and Tigrinya Christians and thus extensive civilian support for the EPLF, which propelled Ethiopian rulers to massacre Eritrean civilians. On the other hand, weak Casamance identity hampered the emergence of trans-ethnic cooperation. Therefore, the MFDC dominated by Diolas failed to secure support from non-Diolas and even some Diolas. The narrow civilian support for secession restrained Senegalese leaders from orchestrating massive civilian killings.
Using Economic Aid for Democratizing Africa

1990년대부터 서구 국가들은 아프리카의 민주화를 위해 경제 원조를 이용하여왔다. 어떤 아프리카 지도자들은 서구의 압력에 굴복하여 서구식 민주주의를 받아들였다. 하지만 다른 지도자들은 민주주의 도입을 거부하거나 제한적인 정치개혁만을 실행하였다. 이러한 아프리카 지도자들의 반발을 어떻게 설명할 수 있는가? 왜 어떤 아프리카 지도자들은 서구의 원조중지 협박을 무시하고 민주화를 거부하는가? 이 논문은 세 가지 이유를 제시한다. 첫째, 경제원조를 얻을 수 있는 국가들이 다양해지면서 아프리카 지도자들은 서구의 원조를 비서구의 원조로 대체할 수 있다. 둘째, 아프리카 지도자들은 반식민주의에 기반을 둔 민족주의를 불러일으킴으로써, 국내 정치적 기반을 유지한 채 민주화를 거부하고 자주적인 정책을 추구할 수 있다. 셋째, 경제적, 전략적 중요성을 지닌 아프리카 국가들의 지도자들은 비록 그들이 서구의 민주화 요구를 따르지 않더라도 서구 국가들이 국익추구를 위해 경제원조를 중지하지 않을 것이라고 판단한다. 미래에 서구국가들의 경제원조중지 협박을 통한 아프리카의 민주화 강요는 효과를 발휘하지 못할 것이다. 그러므로 미국과 유럽국가들은 “백인의 짐”의식을 버리고 민주화를 조건으로 한 경제원조정책을 폐기해야 한다. Since the 1990s, Western countries have utilized economic aid as a tool for imposing democracy on Africa. Some African rulers succumbed to Western pressure and embraced Western style democracy. Other leaders, in contrast, flagrantly rejected democracy or executed political reforms in a superficial and disingenuous manner. What accounts for this defiant behavior? Why have some African rulers dismissed Western donors’ threat or actual use of aid suspension and refused to democratize (fully)? This article suggests three reasons. First, sources of aid have diversified and African leaders are able to replace Western aid with non-Western aid. Second, African rulers are able to instigate nationalism based on anti-colonial sentiment and pursue their own political agenda, while preserving their domestic support bases. Third, Aftican rulers whose country bears economic and strategic importance judge that even if they do not comply with Western’s demand for democracy, concern for national interests would discourage Western donors from suspending or cancelling economic aid. In the future, Western attempt to impose democracy through aid threat will not take effect. Therefore, the US and European countries should discard the “White Man’s Burden” mentality and scrap the “aid for democracy” policy.
