The purpose of this study was to analyze the actual operating state of school management committee, identify its problems, find out solutions to the problems, and determine factors that could make it successful. The research questions are as follows:
(1) How is the actual condition of the School Management Committee and what are the problems?
(2) How is different opinions of the groups involved in school management committee?
(3) What is the method for fundamental Activating of the school management committee?
The data for the study were obtained from the middle school and high school teachers in Pusan, and used the questionnaires of 316.
The questionnaire survey was conducted over 316 people, who were selected from 31 schools, so as to understand how the groups involved in school steering committee recognized that committee.
The contents of the questionnaire were made up of seven items and thirty eight questions. The statistics for data analysis were frequency distribution, percentage and Chi-Square Test. The collected data were handled by SPSS/PC+. The judgement ratios to consider about the result of the statistical treatment were 5% and 1%.
The major findings of this study are as follows:
(1) The subjects of school management committee is required to meet the intent of the educational reform that emphasizes consumer-centered education. Also, they need to operate the committee to be suitable for regional characteristics and school circumstances with more practical, enthusiastic attitude on behalf of school community rather than of personal interest. This will be a way to activate school management committee.
(2) The superior authorities have to give administrative, financial support, by entrusting school with a specific power and improving irrational systems, in order to establish the concept of school unit autonomy. Each school unit shall be responsible for its own management in this way. To increase the efficiency of school management committee, the personnels involved in the committee shall be given more reinforced service education and publicity.
(3) As it's assumed that the success or failure of school management committee depends on school principal's strong will and understanding of the committee, school principal must exert his or her leadership democratically and fulfill his or her role and task, as a member of school community, by reflecting the opinions from teacher members and parent members widely.
