北韓 英語 敎科書 內容에 關한 硏究 : 高等中學 6學年 敎科書 中心으로 = (A) study of the North Korean English textbook

국문 초록 (Abstract)

본 연구는 해방 이후 심화되어 온 남북의 이질화를 극복하고 다가올 민족 통일 시대를 대비하려는 시점에서 북한의 영어 교육의 내용을 분석하였다. 분석순서는 북한의 교육이념과 과정 다음으로 북한의 영어 교육과정과 교육현황 그리고 고등중학교 6학년 교과서를 단원별로 분석하였다.
북한 교육의 이념적 배경은 마르크스 · 레닌주의와 김일성의 주체사상에 기초하고 있다. 북한의 해방과 더불어 마르크스 레닌주의를 통해 사회주의 사회 건설에 적용하였고, 김일성의 주체사상을 1970년 이후 당의 지도이념으로 정착하여 북한 모든 각 분야에 영향을 주었으며 교육에도 큰 비중을 차지하고 있다.
북한 외국어 교육은 해방 초기에는 노어 교육에 치중하였고 점차 노어중심에서 영어 중심의 외국어 교육체제로 전환하였다. 영어교육의 현황은 고등중학교와 대학교에서 교육정규 과정으로, 영어회화 교육과정은 조선중앙 TV에 신설할 정도로 강화되었다.
북한의 영어 교과서 내용을 분석한 결과는 다음과 같이 요약할 수 있다. 하나는 북한의 영어 교육도 다른 교과 목표와 마찬가지로 북한 당국이 교육을 통해 추구하려는 일반 목표에 충실하다는 점이며, 다른 하나는 영어 교육이 일반목표에 충실하다는 점이 필연적으로 언어 교육으로서의 영어 교육을 제한한다는 점이다.
북한 교육의 일반 목표는 '사회주의 교육에 관한 테제'에 나타나 있다. 북한은 교육의 최우선 목표를 정치사상 교양에 두고 있다. 정치사상 교양은 주체사상 교양과 혁명 교양으로 대별되며, 주체사상교양은 당 정책 교양, 혁명 전통 교양으로, 혁명 교양은 노동계급 교양에서부터 프롤레타리아 국제주의전양에 이르기까지를 교육 내용으로 하고 있다. 북한의 고등중학교 6학년 영어 교과서의 13개 단원 중 8개 단원이 정치사상 교양을 위한 내용으로 구성되어 있는데, 이는 전체 단원 분량의 60％를 상회하는 것으로 그 기술이 외국어로 되어 있다는 점만이 타 교과목과 다를 뿐이다. 아울러 문화적 동질감을 찾을 수 있는 단원내용도 볼 수가 있다. 결론적으로 북한 영어는 주체 사상 세뇌화의 도구이고 기계적인 발음 음성교육이며 오로지 문법적 어순만을 익히며 언어표현의 표충적 이해 교육일 뿐이다.

다국어 초록 (Multilingual Abstract)

On account of the gradual increment of economic, cultural and sports exchanges between South Korea and North Korea, the possibility of the unification of South Korea and North Korea has become higher than ever. The role of education is very important and crucial in achieving the national integration through recovering and exalting the national identity.
This study was done to know how English is taught in North Korea and what is the situation of English education. We expect the era of Unification to come soon and are urged to do something to prepare for it. English Is sure to be taught in the era for it is an essential medium for international communication. So it is very important to know what is taught in English curriculum and how it is taught. It will be helpful to make a new curriculum for English for the new era of Unification.
To know what is taught an English textbook for six graders of high schools is analyzed, which is the only first material which is available in our country. Is is co-written by Lim Jung-kwan, Choi yang-youn and Lee Su-sung and the third edition published by Foreign Language Textbook Publishing Co in Pyongyang in 1990.
To know the situation of English education the change of the North Korean education policy since the restoration of independence should be studied. Because the education policy have had much influence on education and individual subjects 'The Thesis on Socialistic Education' is also studied, which is considered to be the principal basis of North Korean education.
The analysis of the English textbook reveals two important points. The first one is that the reading materials are chosen and written to meet the general objectives of North Korean education. 'The Thesis on Socialistic Education' says that the teaching of political ideology take up the essential part and it if made up of teaching of 'Juche Idea' and communist revolution These teaching objectives has been proved by previous studies to be the guideline of the North Korean education and English subject is not an exception. The textbook analyzed in this study is composed of 13 lessons and 8 of them are designed to suit the general aims of teaching.
The second point is this. the fact that the English textbook is loyal to the general aims of education lays a burden on foreign language education. It is natural that North Korean authorities should permit no exception on English, for their prime objective is to support their socialistic regime and reign system. So reality of the foreign countries and their cultures are distorted and what is worse is that the phenomenon will surely limit the efficiency of communication through English. Kim Ilsung once said that English was the necessary medium for fighting against capitalists and their following countries.
The textbook was published in 1990 and it is still used in north Korea. There might be some changes in the content of English textbook after the death of Kim Ilsung in 1994. More studies should be done to see the changes of English teaching in North Korea. It will surely enable us to cope with the problems of unification of our country with ease.
