This study is to analyze the current practice of private education for preschoolers according to parents' SES.
Specifically, this study investigated how parents perceive differences in private education between the Jeonju City and other major cities, and how they plan private education for their children.
For this purpose, research questions was formulated as follows:
First, how much do parents have their children participate in private education according to their SES such as job, academic qualification and income?
Second, are there differences in the expenses of private education according to parents' SES?
Third, how much financial burden do parents feel in their family budget according to their SES?
Finally, how do parent think about the quality of private education in Jeonju compared to other major cities according to their SES?
As a part of this research, a questionnaire was applied to 201 parents who had children attending a kindergarten in Jeonju. It organized items of the questionnaire to the basic investigation such as the subject of investigation's age, sex, job, academic qualification and income, yes or no participation in private education, the expenses of private education costs and recognition of private education. SPSS 9.0 for Windows was used in all analyses.
Major findings from the analysis are as follows:
First, regardless of parents' SES, most parents have their children participate in private education. In terms of quantify and quality, however, parents in the upper group are much more enthusiastic for and invest much larger amounts in private education than those in the middle and lower group. In perception on the expenses of private education, parents in the upper group do not think the expenses as a big burden. Because the expenses of private education here exclude tuition fees for the kindergarten, however, the sum of the expenses and the tuition fee may be a heavy burden for the family budget.
Second, for most parents, the reasons for having their children participate in private education are developing special talents or abilities and improving their skills. The upper group, however, concentrate their investments on cognitive development programs, which suggests that their greatest concern is the improvement of their children's academic performance.
Third, most parents think that the quality of private education in Jeonju is lower than that in other major cities. This is one of reasons that, as their children grow old, many parents move from Jeonju to other major cities for the education of their children.
Finally, many respondents mentioned substantial public education as a method of reducing private education. In their view, private education may go down to some degree only when public education is firmly established and win parents' confidence. Many of respondents, however, pointed out parents' excessive enthusiasm for education and commercialism targeting preschoolers.
