시각장애인의 고용 활성화 방안에 관한 연구 = (A) Study on the Blind person's job area extension plan

국문 초록 (Abstract)

인간은 직업을 통하여 삶을 영위하고 직업을 통하여 자신의 가치를 확인하며 사회 경제적으로 안정을 얻는다. 그러나 시각장애인들은 직업을 획득하고 유지하는데 많은 어려움을 겪는다.
특히 시각장애인은 다른 장애 영역에 비해 업무수행 능력이 부족하기 때문에 기업 측의 배려와 정부의 제도적이고 정책적인 지원이 절실히 요구되나 이러한 배려와 지원이 미진한 실정이다.
이에 본 연구는 고립되고 격리된 상태로 살아가고 있는 시각장애인들에게 효과적인 직업영역에서의 능력을 최대한 발휘하여 사회의 한 구성원으로서 삶을 향유해 갈 수 있는 방안을 모색해 보고자 한다.
본 연구는 문헌고찰 방법을 위주로 하여 시각장애인의 직업재활 및 직업영역과 관련된 각중 서적, 논문, 보고서, 정책자료, 단행본 등을 종합적으로 분석해 보았으며, 시각장애인의 일반적인 고용확대와 고용유지를 위한 정책적 활성화 방안으로
첫째, 각 기관에서 실시되고 었는 민간부문의 직업훈련이 보다 효과적으로 실시될 수 있도록 직업재활 전문기관의 설립과 직업훈련 이후의 고용개발에 보다 주력해 나가야 할 것이고,
둘째, 창업이 시각장애인 직업재활에 있어서 하나의 의미 있는 대안이 되기 위해서는 창업가능성 분석, 사업타당성 분석 그리고 수익성 분석을 실시하는 전문 컨설팅이 지속적으로 실시되어야 할 것이다.
셋째, 직업재활 과정에서의 취업지원은 현장 중심의 훈련 및 알선을 중심으로 하여 이루어 질 수 있도록 현장실습이나 직장적응훈련 등이 효과적으로 활용되어야 할 것이다.
시각장애인의 대표적인 3대 업종인 안마업, 침구업, 복술업 마저도 법률적, 사회적으로 완전하게 인정받지 못하고 불안정한 고용형태를 보이고 있는 실정이다. 이와 같은 불안정한 업종들을 확실하고 안정된 직업으로 확립시키기 위한 업종별 활성화 방안으로는
첫째, 안마업의 법률 제도화를 통한 의료행위 규정의 개정과 제도의 정비를 통해 장애인고용촉진법에 의한 확실하고 안정된 직업으로 보장해 주어야 할 것이다.
둘째, 침구업을 시각장애인들의 확실하고 안정된 직업으로 보장해 주기 위해서는 현행 침구사와 관련된 의료법의 개정과 이를 위한 관련 법률의 입법이 이루어져야 할 것이다.
셋째, 복술업을 과학화시키기 위해서는 우선적으로 주역의 과학적인 분석과 내용의 보편화로 어느 누가 보더라도 쉽게 이해할 수 있는 내용으로 재편성해야 할 것이다.
마지막으로 기타 전문직종인 피아노 조율, 컴퓨터 속기, 헬스키퍼, 텔레마케터, 단순판매업 등의 직종 활성화를 위한 국가 또는 지방자치단체나 민간기업의 적극적인 노력과 관심이 있어야 할 것이다.

다국어 초록 (Multilingual Abstract)

Human carrys on life, confirms own value through job and gets socially, economically stability. But blind persons suffer from a lot of difficulties acquiring and keeping job, especially, because blind person lacks business achievement ability than other obstacle circumference, enterprise's attention and governmental systematic and political support are urgently required but they are insufficient for blind person.
Therefore, this study wish to search for plan that can display maximum ability in effective job area and enjoy life as social one member to blind persons who is living in isolated state. This study synthetically analyzed various books connected with blind person's vocational rehabilitation and job area, essay, report, policy data, book etc. for literature investigation method. This study will show political activation plan for blind person's general employment extension and employment preservation.
First, There will be have to make efforts more in employment development after vocational rehabilitation professional institution's establishment and vocational training so that vocational training of private sector been enforcing at each institution can be enforced more effectively.
Second, It will have to be enforced to special consulting continuously that execute analysis possibility of establishment, business propriety and profits so that establishment becomes one relevant counterproposal in blind person vocational rehabilitation.
Third, As the center of industrial field practice and intercession, the field practice and company adaptation training etc..will have to be used effectively to support employment in vocational rehabilitation process.
It is real condition that is shown unstable employment form without being recognized on the legal and social system even massager, practitioner in acupuncture and moxibustion, art of divination that are representative 3 category of business of blind person.
The first, it will have to be guaranteed Massager as a certain and stable job by obstacle employment promotion law that is instituted revision of medical treatment action regulation and Maint of system by Massager law institutionalization.
The Second, to guaranteed as a certain and stabilize job of blind persons from the invasion practitioner in acupuncture and moxibustion, the revision and connection legal legislation for this of current invasion apple connected Medical Services Law may have to be attained
The Third, it will have to be reconstituted art of divination to contents that can be understsod easily even if anybody sees by generalization of leading part's scientific interpretation and contents to make scientific. Finally, it may have to be active effort and interest of country ,local government and private enterprise for occupation activation like piano tuning, computer stenograper, weightlifting keeper, Telemarketer, simplicity sales etc.
