The reason that compulsory removals of a low-quality housing redevelopment such as involuntary or unintentional migration present a problem for urban communities is that whether involuntary movers adapt themselves to their new home has an influence on the urban communities that surround them. Moreover, involuntary emigrants have higher probability of choosing faulty residential areas than voluntary emigrants do. This gives rise to a problem of another residential migration for involuntary movers. In order to solve these (the said) problems, there is a need for a new housing policy that enables original residents to come back to their old community. For the establishment of a new housing policy, a study about why original residents return to their old community should precede. Therefore, the purpose of this study is to analyze characteristics of returning residents based on characteristics of a redeveloped housing complex and Rights in MDP(Management and Disposal Plan). This study could be utilized as the groundwork for the formulation of a new housing policy. The analysis of the characteristics of returning residents in this study is twofold. One is looking at the properties of returning residents in relation to environmental factors of the redevelopment union, and the other is the rights of MDP in relation with personal characteristic. The results of examining the effects of a redeveloped housing complex on returning residents at 47 areas designated by Seoul (metropolis) since 1990 for redevelopment are as follows:1. A housing complex with a high returning rate (re-move-in rate?) has no statepublic land, unauthorized building owners who are in the low-income brackets, and few interested parties such as union members. This is the characteristic of a redeveloped housing complex with a short-period project span. On the contrary, a housing complex that has a low returning rate is crowded by statepublic land, and numerous unauthorized building owners, and interested parties. This resembles the characteristic of a redeveloped housing complex with a long-term project span.2. According to the linear regression analysis, among the factors that affect returning residents, ''physical properties(characteristics) of a region'', ''population properties within a region'', and ''properties of a project span'' indicate a negative(-) influence whereas ''properties of a complex density'' shows a positive(+) influence. In a nutshell, the more the physical properties, population properties, project span properties, the lower the returning rate and the more the complex density properties, the higher the returning rate. In detail, an area with many small land and newlarge buildings, a high population, and a long project duration has a low returning rate of original residents while an area holding large capacity and buildings with many number of floors (multiple-storied building) has a high returning rate.In order to analyze characteristics of returning residents, 7 types of move-in probability models (Total model, on-area residence model, off-area residence model, on-municipal area residence model, off-municipal area residence model, liquidation grant model, and liquidation payment model) were constructed in relation to Rights of MDP. The results are as follows:1. There is a higher probability of a re-move-in (residents returning to their old community) when returning residents are relatively young in age, price of landbuilding per pyung(approximately 3.3㎡) is relatively high, sales price is low, and redevelopment site contains the resident area of movers prior to their move-in.2. There is a higher returning rate when the supply of residential buildings'' square measure is economic scaled house(exclusive building area below 85㎡) whereas the liquidation grant model indicates that bigger residential buildings have a high returning rate.3. The result of the responsiveness analysis shows that lowering sales prices is more effective for increasing a returning rate than raising title prices. Keeping the title prices unchanged and lowering the sales prices decrease the union sales price. However, this brings about a negative influence to the housing market by boosting up the standard sales prices. For these reasons, it is desirable to increase the title prices to accelerate the returning rate. Therefore, when devising a new housing redevelopment policy that takes the returning rate into account, the following matters should be considered.1. There is a need for reinstituting physical standards of areas for redevelopment. In addition, small-scale redevelopments are more required than mid- and large-sized ones. However, new and large-sized buildings should not be included in the redevelopment plan.2. Not only shortening the project span of the redevelopment is important, also, it is essential to build a temporary housing complex and expropriate a circulatory (recurring) redevelopment strategy to accommodate emigrants after removing their houses for redevelopment.3. It is required to regulate housing prices by using the real cost for sales price. Moreover, it is necessary to supply more small- and mid-scale houses than large-sized houses.4. It is needed to expand public duties for the installation of public facilities(basic repair facilities and houses for lease).
