      The purpose of this study is to look into a general cognition on the school operational committee, problems in the operational process, if any, and teachers' opinion concerning its developmental applying scheme, and then to make some suggestions for its development, fittingly for its original purpose of establishment.
      As the method of study, the researcher examined, analyzed, and arranged all sorts of literature materials and some previous research papers to construct a theoretical background for study. And to look into teachers' recognition concerning the composition, function, operation & development schemes of the school operational committee, the researcher made a questionnaire survey by an empirical practical approach method, and then analyzed the materials collected by use of SPSS(Statistical Package for the Social Science) 10.0 Program. As an analysis technique, frequency & percentage analysis was conducted to look into general characteristics of the subjects, and X^(2)(Chi-Square)verification was made to examine a difference in recognition among the teacher groups.
      The subject of this study was the school operational committee, and the contents to be dealt with in this study, with the intention of contributing to the successful settlement of the school operational committee, can be summarized as follows;
      First, to look into the composition, function, and operational situations of the school operational committee.
      Second, to grasp the operational actual conditions and the effect aspects of school operational committee.
      Third, to propose the developmental scheme of the committee.
      Thus, the researcher, after grasping some problems on the results of examination & analysis of operational actual conditions and effect aspects in terms of the above three items, would like to proper some developmental schemes of the committee as follows;
      First, when electing the members of the school operational committee, a unit school should select persons having a representativeness by inducing the participation and interest of many parents of students and men of society with enough publicity.
      Second, when considering that the practical operators of school are teachers, increasing the ratio of teachers in composition of its members would be desirable. In addition, the organization of the school operational committee should be flexible in its fixed member, the component ratio of members, etc.
      Third, student-representatives as members, the final benefiters of educational activities, should participate positively and their opinions should be reflected. If it is that way, school operation would go in the right direction.
      Fourth, in the activities possessing high educational value, enough pre-discussion should be made. Only it doing so, securing a transparency in school operation, school budget and settlement and making the most of the characteristics by schools is needed so that educational activities can be diversified.
      Fifth, the parents of students should change their previous attitude as an onlooker into positive and cooperative one as a supporter. And for democratic, original operation of school, positive participation of both parents and teachers is needed.
      Sixth, from the analysis of recognition of the results of the school operational committee, it's found that the greatest contrary effect occurred in the operational process is a decreased efficiency in carrying-out school affairs, they think, so positive reform measures should be prepared.
      On the basis of the above results, the researcher would like to make some suggestions for the developmental application schemes of school operational committee as follows;
      First, to secure the speciality of the committee and for effective consideration, an educational training for teachers should be strengthened.
      Second, it is needed to make the functions & roles of the committee understand widely among school community members.
      Third, self-regulating operation by unit school should be made.
      Fourth, enough reflection of students' opinions on it should be made.
