韓國 警護制度 變遷史 硏究 = (A)study on the change of Korean guard organization history

국문 초록 (Abstract)

국가의 성립과 발전에 따라 그 사회의 지배자와 피지배자 사이에는 일정한 間隙이 발생한다. 이 중 지배자는 다시 세분화되어 국왕이나 대통령 및 최고 집권자 등으로 구분되어 상대적으로 신변에 불안을 느끼게 되고, 이를 보호하기 위한 모든 수단과 방법을 동원하여 危害 요인을 사전에 예방하거나 제거하기 위한 여러 작용이 발생하는 바, 이것을 일반적으로 警護라 한다. 따라서 경호의 시작은 왕권의 강화 내지 중앙집권화체제와 밀접한 관련이 있으며, 처음에는 군사조직이 이를 대행해 왔으나, 점차 경호업무의 세분화·조직화에 따라 독립적인 부서로 자리를 잡게 된다. 三國 및 統一新羅時代의 경호는 왕권의 강화, 영토의 확장, 중앙집권화의 확립 등에 따라 새로운 지배체제가 필요하였으며, 국왕 近侍集團과 侍衛府가 성립하여 국왕을 시위하거나 사병적 역할을 담당하는 업무를 관장하게 된다. 신라말에는 광범위한 관제개혁이 진행되어 中事省·宣敎省 등의 근시기구가 나타나며, 국왕과 태자의 시종뿐만 아니라 文翰의 업무도 장악하는 관부로 발전하게 된다.
高麗時代의 경호는 왕의 친위군인 鷹場軍·龍虎軍의 2군으로 편제되며, 6위 가운데 千牛衛는 儀衛의 임무와 국왕을 시종하는 업무를 맡았다. 그리고 무인정권기에는 都房이라는 무력적 경호집단이 등장하며, 이는 단순한 신변 보호조직이 아니라 비밀탐지, 반대세력 숙청 틀에도 가담하였다. 또한 서방은 최씨정권의 숙위조직으로, 崔衷의 門客 가운데 이름난 선비들을 3번으로 나누어 교대로 당번, 근무하게 하였다. 그리고 成衆愛馬라는 특수조직은 몽골의 영향 아래 궁실을 숙위하던 별도의 조직으로, 궁중에서 국왕의 측근인 內侍·茶房 등으로 이루어져 있었다.
朝鮮時代의 경호는 조선초기에 왕권의 장화와 직결되어 무수한 특수병이 存置 되었으나, 거의 모두가 중앙군제인 5위에 속하였다. 특히, 내금위 겸사복·우림위 등은 왕의 친병, 즉 禁軍으로서 5위에 속하지 않았고, 후기사회로 넘어오면서 5군영체제로 군제가 재편성되있다. 그러나 5위 군병과는 달리 3위반은 그대로 왕을 호위하는 禁軍으로 유지되었다 이밖에 반정을 통해 왕위에 오른 仁祖는 혼란한 정국에서 자신의 정통성과 명분을 강화하기 위해 신변보호책으로 扈衛廳을 두었으며, 孝宗은 臣權에 대한 王權의 상대적 열세를 극복하기 위한 북벌론의 추진과 강력한 왕권을 기반으로 한 국정 전반의 주도권을 잡기 위해 자진의 신변을 보호할 군사를 필요로 하였다.
大韓帝國의 경호는 근대화 과정에서 겪어야 했던 새로운 편제, 즉 국정 전반에 걸친 중대한 변화를 가져왔다 다시 말해, 高宗이 친정을 시작하면서 제일 먼저 취한 조치가 궁궐 宿衛의 강화였으며, 무위소, 무위영, 친군용호영, 시위대, 친위대가 그 임무를 맡았으며, 갑오경장 이후 경호임무를 담당하기 위해 警衛院과 궁내부 主殿院內의 皇宮警衛局 등이 설치되면서 궁전·별궁의 守門·防火·警祭事와 부하를 감독하는 현재의 경호경비 업무를 수행하였다.
大韓民國의 경호는 경호부가 임시정부의 대통령 등 중요 요인의 경호를 담당하였으며, 이후 대통령의 경호를 담당해 온 조직으로 중앙청 및 경무대 구내를 관할하던 경무대경찰서, 2공화국 대통령의 경호 및 대통령 관저의 경비를 맡았던 청와대경찰관 파견대, 그리고 3공화국 이후 대통령과 그 가족, 대통령으로 당선이 확정된 자 및 경호실장이 필요하다고 인정되는 국내외요인에 대한 경호와 대통령 관저에 관한 사항을 담당하던 대통령 경호실 등이 중요한 임무를 맡아 수행해오고 있다. 이후 전직 대통령 및 그 배우자와 자녀의 護衛가 추가되어 현재에 이르고 있다.

다국어 초록 (Multilingual Abstract)

A regular aperture occurs between persons controlled and a person governing the society according to national formation and development. A ruler is subdivided into a king, the President, or the highest controller who can feel the uncertainty of ruler's position. To protect those people, it is called guard that used all possible means and ways to protect those people or remove the danger. An opening of guard was related to enhancement of royal authority or centralism. Firstly a military organization had acted for this, but the organization gradually became independent according to it's subdivision and systematization.
During the period of the Three States and Unified Silla, the guard was needed new management system by enhancement of royal authority, expansion of the territory, and establishment of centralism. The new management system that organized the group of vassal and Siweebu take charge of guarding the king or serving as private soldiers. In the end of Silla, as a wide range of reformation of government organization, the organization of vassal like Jungsasung and Sunkyosung that developed as not only guard the king and prince but also hold the business of writing.
The guard in the ear of Korye, the guards are formed into two Guns as Woongyanggun and Yonghogun. Also, Chunwoowee which in the six-wee take in charge of guarding and serving the king. In the period of the military regime, Dobang a group of guard having military force was appear. This was not a simple personal protection organization and took part in secret detection and an objection influence cleanup. Also, Seobang that is the Choi administration's organization of Sukwee(guards1 was divided three groups of the classical scholars and work on duty alternately among guests of Choiwoo. And, a special organization, Sungjungaema, was a seperated royal chamber guard organization that was made up of Naesi and Dabang under the Mongolia.
The guard in the Chosun ear was connected directly with enhancement of royal authority. Countless special soldiers are placed, but they almost belonged to central military system, 5-wee. Specially, the private soldiers of the king, Naekumwee, Kyeomsabok, and Woorimwee, was not belong to 5-wee, Those military system were reformed to 5 encampments military system. However, 3-wee was kept with the Geumgun which escorted a king not like 5-wee. The Incho who took a position by deposing the wicked king organized Howeecheong in order to strengthen own legitimacy and justification in a confused political situation. Moreover, Hyojong needed soldier to overcome relative disadvantage of royal authority about the divine right and strong royal authority.
Thereafter, the guard in the Daehan Imperial brought an important change to have put on the new formation which had to experience in a modernization process and the national government. Since Kojong begins to govern in person, he the first measure was strengthen the guard in the palace which discharged by Muweeso, Muweeyoung, Chingunyonghoyoung, Siweedae, and Chinweedae. After Gabokyoungj ang, Kyongweewon in charge of guarding and Hwanggungkyongweekuk in Jujunwon inside of palace were established to supervise Sumun, Bangliwa, and Kyungchalsa in the palace and the detached palace.
Guard of Republic of Korea is Blue House policeman dispatch that guard department took charge importance factor's guard such as interim government's President, and took charge guard of 2 President republic and defense of Executive Mansion at the police duty bamboo police which govern Capitol Building and police duty in-house to organization which take charge after this President's guard, and take charge and is achieving guard about Presidents and recognized inside and outside of the country leading person that the family, person who getting elected is ascertained as President and guard section chief need and Office of the Presidential Security etc.. that take charge item about Executive Mansion are important duty since the third republic. Afterwards, now the change of occupation President and an escort of the partner and children are early on an addition.
