Chapter 6 : Conclusion
Generally classification of disaster managerrent process are four phases that disaster mitigation phase, disaster preparedness phase, disaster response phase and disaster recovery phase. Thils study focus on the disaster response phase among the four phase.
Because Many kinds of organizations and groups take part in disaster place, it is common phenomenons that noncooperation and conflict between many organizations and groups in the disaster field.
This study will research for the problems and developmental polices through book study and questionnaire analysis and case study.
As a result of books study, 10 pieces of elements abstracted on the disaster response management, the elements are divide two groups that organizational managing elements and general managing elements, organizational managing elements are 4 pieces that operations of disaster command center, inter-organization coordination, inter-organization communication and resources management system.
General managing elements are 6 pieces that warning notification, inhabitants evacuation, victims sheltering and welfare, emergency medical care and morgues, victims search and rescue, security and protection of property.
5 problems that unsatisfied operations disaster command center and inter-organization noncooperativity, absence of inter-organization communication, unplaned resources management, nonspecial emergency medical care management, are abstracted through 3 case study of the Sam-Pung department store collapsing and gas explosion of the Dea-Gu subway, mountain fire of the Go-Sung.
According to the questionnaire analysis, organizational managing elements are more important than general managing elements, and the degree of awareness for the important elements from the top are operation disaster command center, inter-organization coordination, inter-organization communication, warning notification, inhabitants evacuation, victims search and rescue.
After actual elements managing condition analysis, the most undesirable elements among the organization managing elements are operating disaster command center, inter-organization coordination and inter-organization communication, undesirable general elements management are victims sheltering and welfare and inhabitants evacuation, victims search and rescue.
As a result of compare with the case study and questionnaire analysis, common problems are unsatisfied operating disaster command center and inter-organization noncooperation, absence of inter-organization communication, unplaned resource management system.
Some developmental policies prepared for solving these problems. First of all, the basic directions of development are making Network System, performance of E-Governance, approach Civic Duty concept.
Network System is indispensable for inter-organization coordination, because of the multi-agencies and large number of groups take part in disaster field, and such as agencies and groups are not vertical relationship, and need to horizontal coordination in the field.
E-Governance is desirable policy for the horizontal coordination and large amount of informations and resources management through IT(information technology).
Sacrificed victims and fire fighers in the World Trade Center attack made Civic Duty concep, and is not a reward or economic calculation, but a pure patriotism and love of one's country,
To make efficiency of disaster response management, first of all solve inter-agencies noncooperation, secondly development of inter-agencies communication, thirdly make professional emergency medical care and morgues by triage system, fourthly systematical operate disaster command center.
Finally, to the development of administrational supporting system for disaster response management, development of disaster response command system by approach network system, integrated resource management by the use of E-Governance, extension use main organization in disaster response.
