This thesis examines the historical process that brought successful land reform in South Korea after the liberation from Japanese colonialism in 1945. Focusing on the roles of basic social units--state, landlords, and peasants--in the process of the land reform, I will examine the extent to which their social capacities impeded institutional change.
This thesis observes the state, landlords, and peasants who made the land reform practicable. All of these actors operated under the assumption that such a critical institutional change required a longstanding tradition of social change. Theoretically, the state can perform its role of an institutional actor by maintaining institutions that serve its interests; this performance becomes more sophisticated through attempts to assert state capacity and state autonomy over social institutions. Landlords and peasants are institutional actors who desire institutional change and maintenance. In addition to being institutional actors, they are also social actors whose economic interests clash with those of other social actors. Therefore, state capacity to maintain and oversee institutions not only depends on independent interests of the state but also on its social context. The characteristics and scale of institutional performance by social actors rely on a political opportunity structure given by the state.
Within this theoretical framework, this thesis focuses on the social features of the state, landlords, and peasants, which had been formed in colonial Korea (1910~1945). The colonial state, Government-general Korea, was superior to any other social forces and it had the capacity to reorganize the social structure through resource distribution and institutional regulation. While the economic and political interests of the landlord class were included in the framework of institutional interactions by the colonial state from the early colonial period, landlords were losing their class status to economically uncontrollable peasants and the socially mobilizing colonial state of the late colonial period. At last, the peasantry mobilized in pursuit of its economic interests. Based on the economic aggravation and organizational capacity of the political left in colonial Korea, the peasants demanded economic security.
Peasant movements became the basis of a coalition between peasants and the state after the Liberation. However, by suppressing the peasants and controlling the landlords through a series of agricultural policies, the U.S. Army Military Government in Korea (USAMGIK) created an environment favorable to comprehensive land reform after the establishment of Republic of Korea. The military government also provided the institutional opportunities to weaken the resistance of the landlord class. Eventually, the landlords tried to use political organization to defeat land reform. Their resistance was doomed to fail and they were forced to accept the disposal of their tenant lands.
Regression analyses of tenant land change of the landlord class after the Liberation, provides empirical evidence that in regions where the tenancy dispute was active in the colonial periods, the landlords’ social power was weaker after the Liberation. Considering that the institutional performances such as tenancy disputes and disposal of tenant lands were the results of social interaction in the process of critical institutional change, we can regard this finding as an index of supporting social contingency from the colonial period to the post-Liberation period.
After the Liberation, the state, the Syngman Rhee Regime, acquired autonomy through the land reform, and, at the same time, the state increased state capacity by creating a social structure that permitted it to extract the material resources that it needed from society. For this, the state needed to create a new coalition between the state and the peasants by the means of institutional reorganization. In addition, the peasants had finally been included in the governance structure of the state. Yet the landlord class lost all of its social and economic power when the land reform excluded landlords from the institutional interaction framework of state vis-a-vis society. In short, coalition between state and society that had been formed in land reform has its institutional origins in late colonial Korea and its mechanism of institutional interaction between the state and society.
In conclusion, the case of land reform indicates that institutions at any given moment constitute a critical independent variable that determines the degree of performance of each social actor as an institutional actor. This capacity creates critical social conditions for the formation of other institutions. Empirical evidence confirms the importance of the colonial experience for the modern Korean institutional template that provides the base of social structure in modern Korea and offers new understandings of social meaning and the importance of the state in defining the characteristics of Korean society. Historical continuity and the whole perspective approach emerge as powerful tools for explaining the process of social change in Korea.
