학교운영위원회에 대한 구성위원들의 인식에 관한 연구

국문 초록 (Abstract)

학교운영위원회에 대한 구성위원들의 인식에 환한 연구
본 연구의 목적은 교육자치를 활성화하고, 지역의 실정과 특성에 맞는 다양한 교육을 창의적으로 실시하기 위해서 도입된 학교운영위원회에 대한 구성위원들의 인식을 조사 ·분석하여, 단위학교 차원의 교육자치기구인 학교운영위원회를 조기에 정착시키기 위하여 추진하였다.
이러한 목적을 달성하기 위하여 다음과 같은 연구 내용을 설정하였다.
첫째, 학교운영위원회의 법규적 의의와 적용 실태에 대한 구성위원들의 인식을 조사. 분석한다.
둘째, 학교운영위원회와 교육자치의 관계에 대한 구성위원들의 인식을 조사. 분석한다.
셋째, 학교운영위원회의 활성화 방안에 대한 구성위원들의 인식을 조사. 분석한다.
이와 같은 연구 내용을 알아보기 위하여 관련 문헌과 선행 연구를 분석하여 이론적인 기저를 마련하고, 지도교수의 지도를 받아 연구자가 설문지를 작성하여 구미시의 초등학교 18개교, 230명의 학교운영위원들을 대상으로 배부하였으며, 통계 분석이 유효한 응답자수는 212명이었다.
통계 분석은 위원들의 일반적인 특성인 기초 조사는 빈도와 백분율을 사용하였고, 설문지 내용은 문항별로 성별, 연령별, 위원별, 위원경력별로 관련성을 파악하기 위해 x^2-test를 사용하였다.
본 연구의 결과를 요약하면 다음과 같다.
첫째, 학교운영위원회의 법규적 의의인 도입 목적과 구성, 필요성과 그 이유를 위원들은 대체적으로 알고 있었다.
둘째, 학교운영위원회 위원들의 선출 방법은 학부모위원은 '학부모 중에서 민주적인 대의 절차에 따라 학부모 전체회의에서 직접 선출'로, 교원위원은 '당연직 교원위원을 제외한 교원위원은 교원 중에서 교직원 전체회의에서 무기명투표'를 적용하여 보다 투명성과 신뢰성을 확보하여야겠다.
셋째, 학교운영위원회에서 위원들이 심의한 사항은 학교 운영에 거의 반영되고 있었다. 그러나 학교운영위원회의 기능을 보다 활성화를 위해서는 사전에 충분한 안내와 사후에 적극적인 홍보가 있어야겠다.
넷째, 학교운영위원회가 교육자치에 끼친 영향은 긍정적이었고, 학교단위책임 경영제에도 기여하고 있는 것으로 평가되고 있었다.
다섯째, 학교운영위원회를 활성화하기 위해서IP 학교장의 권한은 확대되어야 하고, 위원들은 자긍심을 갖고 적극적으로 참여하는 일이 중요하며, 전문성 제고를 위해서 보다 체계적인 연수가 필요하다고 본다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is attain groping more developed devices of the committee of school management to survey and analyze of perception among members in relate with establishment and administration which must lead to create interests and passion of people concerned on the education spot.
To perform the purpose, the following specific items are established.
1. For the degree of full knowledge of each member about laws related to the committee of school management.
2. To study the school management in accordance to the education autonomy In school units.
3. To study about efficient management of school
To work out the above subjects first the theoretical base is arranged through synthesizing of relative documents and previous studies.
Questionaries were sent 230 members of school management of the Elementary school(ES:18)
The number of respondents are 212, whose respond could be used as data source.
The collected date was analyzed by frequency and percentage of each Survey question.
To know these issues, questionaries were made (x^2_test which is the kind of). contents, (male. female), ages, committee. personal history of committee.
The results of this study are summarized as following
First, the committee of school management find out that end, system, necessity ell tile while.
Second, the school management commission members of the method of election is required direct election according to democratic order at parents conference and teachers except duty teachers are direct election among teachers at the teacher's conference on the purpose of fair, trustworthy policies.
Third, the substantial operation of commission should settle down. but tile system that information related to school management is generally open must be prepared inform later in order to mange efficiently the Committee of school administration.
Fourth, the influence of the committee of school management is positive and is contributed to local society.
Fifth, the power of ability of principal must be extended the committee of school management should have open attitude, and training must be positively required.
