Transferral of members of any organization has been recognized negatively in general. As social welfare work is one of the organizational activities, high rate of social workers' transferral can be the main cause of inefficiency, failing the undertaking tremendously. In addition, it is widely known that transferral in social welfare organizations is serious. As social welfare, especially, is higly dependent on experts, human management is of great important.
Although social welfare organizations are where social workers are the mainstay for the improvement of social welfare, professional knowledge and technology are hard to be acquired because of frequent transferral. It undermines the development of social welfare in the long run, so the importance of the chief's role and leadership that is responsible for management and operation of social welfare organization appears apparently to be very important.
The purpose of this research paper is to search for the solution to the matter of social workers' transferral, analyzing the chief's leadership that affects it. In other words, the leadership is regarded as the important factor for reducing transferral and increasing the effectiveness and efficiency of services.
This study shows that there is meaningful relationship between the chief's leadership and social workers' transferral. It is proven that leadership and transferral correlationas is the negative-correlation, that is, the types of the leadership is positive, the pupose of transferral is low. However, according to multiple-regression analysis taken to grasp the effect and relavance between each variable and the purpose of transferral, job satisfaction is meaningful, but the leadership and other varialbes are not. It means that the leadership is not the only variable that explains the meaningful effect on the purpose of transferral which is the dependent variable, so the relavance with job satisfaction which is a controlled variable should be verified.
Like other research, this research reveals that job satisfaction has meaningful relationship with transferral; therefore, if job satisfaction is considered in studying the leadership which is expected to affect social workers' transferral, meaningfual conclusion can be induced.
This study also tells that the improvement of general affair environment is very important to reduce social workers' transferral. However, the factors of general affair environment need the expansion of human resources and organization supported by stable finances. As social welfare organization is dependent more upon the environment out of the organization than that of within organization, it is not easy to reduce the rate of transferral by improving and managing the general affair environment. Thus, it can be efficient to reduce the rate of transferral by improving and managing the environment within the organization that is more changeable than the environment out of the organization. The chief's leadership is one of the factors that affect such a change.
From this viewpoint, some suggestions about the chief's effective performances to reduce social workers' transferral are to be made as below, based on the analysis of transferral and the chief's leadership.
First, he needs to be a vison presenter who can present distinctive vision on social welfare, searching for effective way of managing the organization.
Second, he needs to be a reasonable organization manager who has supervision on theory and profefssional knowledge as well as analysis on effectiveness and efficiency of affairs.
Third, he needs to be a motivator who can keep the social workers' value and apptitude on soical work as well as a manager in charge of proper goals.
