The study is to measure and find out how much changes the felt stigma of the indigent felt by converting from the prior livelihood protection to the public welfare system for a basic life standard in a public assistance system.
First of all, I could certain that the felt stigma in the public welfare system for the basic life standard (Mean=2.17, Standard Deviation=0.60) was lower than that of the prior livelihood protection (Mean=2.34, Standard Deviation=0.65), which means the conversion from the prior system to the public welfare system for the basic life standard caused the lowered figures of the felt stigma.
Also I tried to find out if there are any differences between the felt stigmas in both systems, what are different relatively in the sub-stigmas of each system such as the individual felt stigma (the felt stigma that beneficiaries hold), the provider's felt stigma (the felt stigma that a provider hold) and the third parties' felt stigma (the felt stigma that the third parties like communities hold). From the appropriate analysis, I could conclude the figures in these three parts of sub-stigmas were lower than those in the prior system.
Secondly the study showed the factors to influence the felt stigma in a public assistance system, both of the variable of educational background and the variable of the types of the providing system resulted in significant changes of the felt stigma in two systems.
From the findings, I recommend the following proposals to decrease the felt stigma.
Firstly, the rights to benefit, which is the fundamental rights of a nation and people claims, should be underlay to decrease the individual felt stigma.
Secondly, in order to decrease the provider's felt stigma, the face-to-face service system should be strengthened and more human service experts should be cultivated.
Thirdly, for the decrease of the third parties' felt stigma, general movements with communities should be developed.
Fourthly, for the minimized felt stigma, the newly established benefits should be scaled up and the rights to benefit should have priority over a temporary and arbitrary guideline if beneficiaries are related with works.
As you may review the study, it conclusively showed that though the felt stigma cannot be removed thoroughly, public welfare systems as media can somewhat decrease it.
