One of the prime issues in the design of old age security programs is the relative importance of saving, redistribution, and insurance functions, and the role of government in each of them.
This dissertation proposes that a country's old age security program should provide all the three functions, but with very different government roles for each of them.
Most countries combine all three functions in a dominant public pillar, a publicly managed plan that pays an earnings-related benefit and is financed out of payroll taxes on a pay-as-you-go basis.
The pay-as-you-go method of finance in a single public pillar further separates benefits for the cohort as a whole. And pay as you go public pillars often induce expenditures that exceed expectations because of population aging, system maturation, poor design features such as early retirement and high benefit rates, and opportunities for political manipulation that lead to these poor design features.
For these reasons, public systems have reduced costly labor, expended capital market distortions and perverse redistribution to high income groups, but failed to provide security for the old--outcomes that are neither efficient, equitable, or sustainable.
Other single pillar systems, too, are problematic. In many countries, publicly managed plans have a record of misuse. Privately managed corporate or personal saving plans also failed as the single pillar system.
To avoid these problems, efficient managerial schemes of national pension programs in the multi-pillar system are needed.
First, through the reform of retirement benefit, the design of old age security should be designed. One of the crucial problems of the lump sum severance payment, retirement pay(toejik-kum), is that there is no guarantee that employees can collect the payment in case the company goes bankrupcy.
Second, voluntary corporate pension must provide additional protection for people who want more income and insurance in their old age. Unlike public plans or personal saving plans, corporate pension is sponsored by employers, usually voluntarily or as a result of a collective bargaining.
Third, the strategic choice of personal pension should be considered for people who want more income and insurance in their old age. Personal saving schemes require workers to accumulate a pool of long term savings for consumption in the old age. But these plans often fail to protect the workers with low wages.
In conclusion, although the redistribution and the saving functions would be separated, the insurance function should be provided jointly by all pillars, since broad diversification is the best way to insure against a very uncertain world.
