실버산업활성화를 위한 공.사 역할분담에 관한 연구 : 실버타운을 중심으로 = (A)study on public and private role sharing for activation of silver industry

The purpose of this study is to develop and to improve silver town mainly on the service wanted by subdivided markets through subdividing of markets for silver town and focusing of necessity for public and private role sharing for the improvement of silver industry. This study was investigated under the consideration of secondary object of hope for the settlement of living culture in future aged society and for the basic data to give useful information tp future clients who wants to live in silver town, public official who carry out related business services and designers of marketing part in company. The result of record analysis executed for purpose of this study was summarized as follows:
First, the problem of approval for the way of subdividing charged facilities like silver town, the problem of establishment license and re-adjustment of application time of welfare facilities, the problem of regulation regarding collecting time of inhabitants, the unreasonable subscribing problem of surety insurance, the problem of guarantee of BIs, utilization problem of national housing fund under the law regarding housing, amendment of tax exemption and reduction regulation applide to the welfare facilities for the aged in sale and lease of land which velongs to the government under the act for promotion of housing construction, the problem of a share of expenses for develpment, the problum of rate reduction and exemption of registration tax and acquisition tax under the act regarding corporation tax and local tax were indicated and it was suggested that government should take the role of relax, abolition and amendment of various related regulations and institutions for the activation of silver town.
Second, it was suggested that government should present the direction of development on the basis of investigation of prospedt and preference for the attainment of demand for silver town and enticihg method for activation of private business investment. Furthermore, support of publicity through the guide books of shops and mass media could be suggested as an important way. Third, political suggestions on the result of analysos according to the types of housing and servoce of silver town were necessity of recognition of silver town, a kind of various multi-facilities by future clients and demanders and free construction of developed silver town like eco-houses, apartment houses and accessory houses which optional services needs to be provided by private citizens, which is a system that the person chooses the type of service and housing and takes the charge whenever he is given. The summaries of ideas picked out of the analysis of survey are as follows:
First, it was investigated that the way of supporting parents by rich children or in order was preferable to the way of supportih parents by eldest son.
Second, most respondents recognized the necessity of silver industry as a result of investigation on necessity of silver industry and level of encouragement. It was indicated that supporting parents in silver town has a lot of merits and can reduce the burden of ramilies.
Third, it was indicated that national concern and support was necessary as an assignment for activation of industry and proceeding results were insufficient because of lukewarm attitude of government and local autonomous entity and weakening of nonprofit organization and private civil and right recognition and concerns by people was needed for the development of silver industry.
Fourth, most respondents answered that they would move in after their children got married and they wanted the place located near the cities and with the floor space of 11 to 20 pyung.
Fifth, most respondents recognized the necessity of activation of silver town and it was measured that public and private subjects should participate together in the activity by assignment of roles and government should give the role of fostering of civil housing industry and andtional ladn to private companies for the activaion of silver industry.
Because of limitation of this study, the basis of the study could be insuffiient by lack of theoretical background with deficient existing preceding data and the subjects with experience for the analysis were limited 211 persons in their fifties and that could be a problem in standardization and the results of survey has difficulty in generalization.
