This study aims to explore the members' recognition and attitudes of their performances and alternatives of school council in Korea. The school council was introduced to help turn principal-centered 'closed' decision-making system into participant 'open' one, and to transform authoritarian school management into democratic one. The school council, however, has not achieved better results than anticpated ones. So it is needed to evaluate its executive reality of and effects for school restructuring and parent involvement in school management.
The study seeks answer to the following questions:
Firstly, is there any significant difference in the members' recognition of school council on real conditions of its operation by members' background variables?
Secondly, is there any significant difference in the members' recognition of school council on its achievements in school management by members' background variables?
Thirdly, what is the suggested alternatives for successful performance of school council?
To answer the questions under the study, three kinds of variable clusters i.e., cluster of variables of real condition of school council operation, cluster of variables of achievements of school council operation, demographic variables. Variables of real condition of school council were identified from questionnaire composed of 39 items, and variables of achievements of school council operation from questionnaire composed of 18 items in accordance with basic principles of school council operation, principle of school autonomy, principle of democratization, principle of professionalization, principle of efficiency. Demographic variables are compsed of sex, age, status of school council members and region, level of school. For gathering data fo school council members' recognition and exploring vitalizing alternatives for school council operation, survey and in-depth interviews with school council members were performed on the nationwide level.
The 532 questionnaires were gathered and were analysed by means of the electronic data processing program "SPSS/PCwin 10.0".
The method of analysis in the study were x² test and F test for the measure of the differences of recognition of school council members. Through test. significance level set up for the verification of this study is p<.05 or p<.01.
The findings of the study are as follows :
First, there are some significant differences in the members' recognition of school council on real conditions of its operation by background variables at the significance level of p<.05. For example, the older members, the members that belong to high school, the metropolitan residents are more positive to the legal status of school council than the other groups. And although, more or less, school council had weak points of its operation and there are some conflicts among members, over half respondents accepted that the school council functioned adequately for its legal basis.
Second, there are some significant differences in the members' recognition of school council on its achievements in school management by members' background variables at the significance level of p<.05. For example, the members that reside in city are more positive to the achievements in autonomy, democracy, professionalization, efficiency of school council's operation than those reside in metropolitan or rural area. And the group of school principals are the more acceptive to the achievement in democracy, professionalization, efficiency of school council's operation than any other groups.
Third, respondents of questionnaire and informants of in-depth interview, suggested various alternatives for successful performance of school council.
For example, the number of the school council members should be increased or decreased in according to the school level and actual reality of the community that the school belongs to, while the number is now regulated by the size of the school. And for successful ways of school council's operation, they recommended democratic and legal election process of the school council, sharing information about the agenda and active opinion collecting, the head of the council's role to make cooperating and respecting climate so as to help members to do their best. Another successful ways in the aspect of supporting system are effectiveness of the city or county education boards. It would be recommended that they shoud guide to secure more effective and widespread public relations, and secure autonomy of shcool and financial support for council members' training programs.
In conclusion, though the school council contributed for school autonomy, parent involvement in schooling, more democratic decision-making system in school, for more adequate functioning, it needs to increase the ability and understanding of school council members' on schooling, and to decrease of regulations and control on school of government and city and county education boards.
