여성이 혼전 성관계로 임신이 되면 인공 유산, 입양 의뢰, 양육 중 한가지를 선택하여야 한다. 하지만 인공 유산은 하나의 소중한 생명을 박탈하고 우리나라의 현행법 상 불법이라는 점에서, 그리고 입양의뢰를 할 경우에는 자신이 어머니로서 역할을 다하지 못했다는 자책감을 평생 가지게 되면서 많은 사회 문제를 발생시킬 수 있다. 따라서 환경이 허락한다면 자신의 자녀를 직접 양육하는 것이 윤리적으로나 사회적으로 바람직하다고 말 할 수 있다. 또한 아동복지의 관점에서 보아도 인공 유산과 입양 의뢰의 방법보다는 미혼모의 아동양육이 더 권장되어야 하는데 이는 모든 아동은 그가 태어난 가정에서 건전하게 양육될 권리가 있기 때문이다.
한편, 최근 우리 나라의 경우 미혼모가 자신의 호적에 아동을 입적시킬 수 있도록 법이 개정된 후 혼인 여부에 관계없이 스스로 아이를 양육하고자 하는 미혼모가 증가하고 있으며, 아동을 입양 의뢰하였으나 출산과정과 산후의 상실감을 겪으며 아동을 다시 인수하여 가는 사례가 미약하나마 증가하고 있는 추세에 있다. 또한 미혼모들에 대한 부정적인 인식 대신에 미혼모 모자세대들을 하나의 가족형태로 받아들여 바르게 이해하고, 그들의 권리를 되찾아 주고자 하는 노력들도 사회의 일각에서 제기되고 있다. 그러나 이러한 변화양상에도 불구하고 여전히 미혼모들의 혼외 임신 결과에 대한 책임은 여성에게만 전가되며, 미혼모들은 과거와 같이 성적으로 문란한 여성으로 간주되어 가족과 사회 내에서 어려움을 겪고 있다.
따라서 본 연구는 현재 증가하고 있는 미혼양육모를 위한 복지제도의 현황 및 문제점을 파악하고, 현재 실제로 아동을 양육하고 있는 미혼양육모의 실태 및 욕구를 파악하여 이들의 삶의 질을 개선하는데 필요한 복지제도 및 서비스를 마련하는데 목적을 두고 있다.
이러한 연구목적을 달성하기 위해 본 연구는 문헌조사, 미혼모 상담 사회복지사 면접, 미혼양육모를 대상으로 한 면접조사, 미혼모 시설 방문 등을 통하여 미혼양육모 복지서비스 실태 및 복지 욕구 등을 조사하였다.
본 연구의 결과를 요약하면 다음과 같다.
첫째, 미혼양육모가 아동을 양육하는데 어려운 점으로 양육비 및 교육비 부족, 이용 가능한 보육시설의 부족, 야간 및 휴일 운영 보육시설의 부족과 이에 따른 추가 비용 부담 문제, 아기 양육 경험의 부재에서 오는 자녀와의 관계 문제 등이 지적되었다. 이를 해결하기 위한 방안으로는 저소득 미혼양육모에게 양육비 지원을 현실화하고, 아동수당 또는 육아수당 등과 같은 제도를 시행해서 저소득 미혼양육모들이 아동양육을 현실적으로 가능하게 해야 할 것이고, 보육시설을 확대해야 할 것이며, 양육정보를 제공하기 위한 자원봉사자 활용, 부모교육지원 서비스 제공, 혹은 미혼양육모들을 위한 네트워크 형성 등이 활성화되어야 할 것이며, 아동을 일시적으로 보호·양육해 주는 위탁가정제도를 도입할 필요가 있다.
둘째, 미혼모 시설에 거주하는 미혼양육모들의 주거에 있어서 애로사항으로는 시설의 부족, 시설의 노후, 샤워장 및 세탁 시설 부족, 입양모와의 접촉으로 인한 심리적인 불편, 미래(미혼모 시설에서 나간 후)에 대한 불안 등이 지적되었다. 이를 위한 개선방안으로는 우선 각 도에 하나 이상의 미혼모 시설을 설치할 필요가 있고, 시설의 현대화, 중간의 집과 같은 미혼양육모만을 위한 시설 증대, 미혼모 시설 내 입양모와 양육모와의 분리 프로그램 및 분리 생활 등이 실시되어야 할 것이다. 또한 미혼모 시설에 거주하지 않고 지역사회에서 살고 있는 미혼양육모들의 주거에 있어서의 애로사항으로는 집세 부담, 미혼양육모 그룹홈의 부족 등을 지적하였고, 이를 위한 개선방안으로는 미혼모들에게 공영주택의 임대나 우선 분양, 그리고 주택구입을 위한 융자금을 저리로 제공하는 등의 특별 배려 등이 필요하고, 신규 그룹홈을 많이 설립하여야 할 것이다.
셋째, 많은 미혼양육모들은 교육수준이 낮고, 취업에 적합한 교육을 받지 못했기 때문에 취업을 잘 못하고 있고 이를 극복하기 위해 교육 및 훈련을 받기는 원하지만 경제적인 문제 때문에 교육과 훈련을 받지 못하는 빈곤에서 벗어날 수 없는 사회적인 상황에 놓여있는 것으로 나타났다. 이를 개선하기 위해서는 미혼양육모가 훈련 및 교육을 받을 때 생계비 및 교육비를 지원해 주는 방안이 필요하고, 직업훈련의 직종 개발 및 취업알선체계를 구축해야 하며, 생업자금을 융자해 주는 제도도 도입될 필요가 있다. 또한 10대 미혼양육모의 학업지속을 위해 미혼양육모가 예전의 학교복귀를 통한 학업지속이 어려운 경우에는 타학교로 전학을 갈 수 있도록 지원을 해 준다거나, 검정고시 혹은 그에 대응할 만한 직업교육 등을 지원할 필요가 있다.
넷째, 본 연구결과 미혼양육모에게 있어서 의료문제로는 아직 호적에 등록되지 않은 아동의 경우 의료보험 및 의료보호의 혜택을 받지 못하고 있어서 아동이 아플 경우 의료비에 대한 걱정이 많다는 점과 의료보호증 소지자에 대한 병원 및 보건소의 불친절, 무시 등의 문제점이 지적되었다. 이를 개선하기 위한 방안으로 비록 호적에 아동이 입적되지는 않았지만 출생증명서만으로도 아동이 의료혜택을 받을 수 있도록 해야할 것이고, 병원 및 보건소의 이용자를 대상으로 이들의 서비스를 평가하는 제도를 도입해서 서비스의 질적인 향상을 도모해야 할 것이다.
다섯째, 미혼양육모들은 임신, 출산, 양육과 같은 일련의 과정을 겪으면서 가족과의 관계가 단절되거나 부정적으로 변화되는 등 가족과의 관계가 어려운 경우가 많은 것으로 나타났다. 이를 개선하기 위한 방안으로 미혼모 관련 사회복지 기관은 가족과의 관계개선은 물론 이웃과의 만남이나 교류를 유도할 수 있는 프로그램을 개발하고, 제공함으로써 미혼양육모들의 정서적 지지망을 발전시키도록 노력해야 할 것이다. 또한 우리 나라의 미혼양육모는 혼전임신과 출산 그리고 아동양육 까지 책임지면서 사회적 비난을 받아야 하는 이중 고통을 혼자만 감당하고 있는데, 미혼부도 함께 아동을 책임질 수 있도록 그 책임을 법제화하는 방안을 강구해야 할 것이다.

When a young woman happens to be pregnant as a result of pre-marriage intimate relations, she may have to consider and choose one among manual abortion, adoption and raise. However, the abortion destroys one precious life, which is illegal in light of our national law, and the adoption referral may annoy her with life-long guilty feeling that could be brought about by the irresponsibility she has made as a mother to the child. This could create some social problems. Consequently, it could be said sociably and ethically desirable to raise the child herself if the circumstances would ever permit the woman. In the viewpoint of the child welfare, the child care by the birth mother should be encouraged rather than the method of abortion and adoption referral, for all children deserve their rights to be well cared for at the homes of their own.
On the other hand, since the related law of our country has been recently revised to allow child-caring birth mothers to put their children in their family registries, their numbers are on the rise to raise their children regardless of marriage. Once they have referred their children for adoption, but the trend to reclaim their children is going up though fairly slow, probably after experiences of their delivery labors and their postpartum deprivations. In the place of negative awareness toward these young mothers, some parts of the society are seen trying to understand and accept these unwed mothers in positive ways, trying to get their rights back to them. Yet, in spite of such changing trend, they are blamed for the responsibilities to the results of the pregnancies and are regarded sexually liberal as in the past, suffering from difficulties not only within their families but also in the society.
Thus, this search is aimed at grasping the situations and problems of the present welfare services for the child-caring young mothers who are growing up in numbers, and also at understanding the realities and desires of these mothers in the care of their own children in order to seek and provide more beneficial welfare systems and related services necessary in the improvement of their qualities of life.
To achieve these aims I have referred to related documents, interviews of social workers who counsel birth mothers, interviews with these young mothers, visit to maternity group homes, and others to find out the welfare service realities and welfare needs.
Following is the summary of the result of this study:
Firstly, problems encountered by these young mothers have been pointed out such as child-care expenses, lack of transportation fees, lack of facilities with deficient day-care centers and night-or-holiday-care centers, matters of additional costs for the use of such facilities, relationship with their children stemmed from little child-care experiences.
As solutions to these matters, support for child-care expenses, child allowance, child-care allowance to the low-income young mothers should be substantially realized to help them raise their children with little concerns. Child-care facilities should be expanded for them to entrust their children whenever they are in need. Volunteer services and parent-education services should be established to provide them with updated child-care informations. Or, the network for child-care mothers should be formed and vitalized for the sake of the mothers. And foster-care systems should be introduced for the tentative care and custody of their children.
Secondly, other problems have been indicated the deficiency of shelters for the young mothers, old-aged facilities, shortage of shower and laundry facilities, psychological uneasiness of meeting with other young mothers who gave up their children for adoption, anxiety about their future life afterward of their stays at the shelters, and other matters.
As a means to settle down these problematic things, more than one maternity group home should be constructed and operated in each province in the country with modern facilities. And halfway houses solely for the child-care birth mothers should be expanded, and within the maternity group homes, the operations of programs should be separated from those for other group of birth mothers who have sent their children for adoption. Also, the child-caring group should be separated from the adoption-sent group during their stay at the shelters. House-rent cost is counted as big concerns of the child-care mothers who are not staying at the shelters but living in the community. The present facilities for the child-caring group are in short.
As for the measures to improve such bottlenecks, child-caring mothers should be given privilege of renting public-financed houses or should be included in the first priority group to acquire houses built for sale. Or, special benefits like low-interest loans should be provided for them to purchase houses of their own. And many new group homes should be constructed for them.
Thirdly, many of the child-caring young mothers are of low level in education and are generally having hard time for jobs with lack of adequate training and education. To overcome these obstacles they want to take some sorts of vocational training or education, but are found in poverty with financial difficulties, being unable to receive the required education and training.
For the better treatment, it is necessary to support them with living and education cost to receive the vocational training. It is also required to develop kinds of jobs and to establish job-arrangement offices for them. Financing system of rehabilitation fund should be introduced for them too. Teenaged mothers should be encouraged to return to their schools for their unfinished schooling, and if they would ever feel uneasy going back to their former schools, they should be arranged to transfer to another schools, or they should be encouraged and supported to prepare for the middle or high-school qualification tests. or they may be assisted to take other corresponding occupational educations.
Fourthly, this study also found out that many of their children are not benefitted with the medical insurance when they are sick for the reason that they have not been put in the family registries. The mothers are greatly concerned with the medical expenses, and also complained about the unkindness of hospitals and health-care centers, looking down on them who do have the medicaid for their children.
For the solution to these bottlenecks, their children should be allowed to receive medical benefits just by showing the birth certificates which can verify their relationships. Assessment system should be introduced and implemented to evaluate hospital and health-care centers by patients or visitors as a means to enhance the service qualities of these medical facilities.
Fifthly, these young mothers were discovered to have difficulties in relations with their family members. Some of them have been severed their relationship from their families or their relationships with the families have been negatively changed because of the series of shameful misdeeds such as pre-marriage pregnancies, baby deliveries, and raising children.
To stitch up their broken connections with the families, social welfare organizations dealing with these unmarried mothers should develop practical programs not only to normalize their relationships with the families but also to provide normal meetings with the neighbors in an effort to improve the supportive networks for the emotion of these young mothers. And they are suffering alone from double pains for the pre-marriage pregnancy, delivery and raising their children in full responsibilities, for which they also have to be criticized by the society. A legislation should be instituted and enacted to impose the responsibilities upon the birth fathers for the care of their children together with the birth mothers.
