한국의 생활체육 현황과 발전방안 연구 = The study of Korean's sport for all status and development method

국문 초록 (Abstract)

본 연구는 우리나라의 생활체육과 외국 선진국의 생활체육을 비교·분석해 봄으로써 우리가 안고 있는 문제점과 이에 대한 향후과제를 모색하기 위해 시설, 프로그램, 지도자, 홍보 및 재정, 학교체육과의 연계, 엘리트체육과의 균형적 발전, 국민체육진흥법의 개정이라는 일곱 가지 요소로 분류하여 고찰하였다.
연구결과에 따르면 한국의 생활체육은 경기장 중심의 공공시설 설립, 폐쇄적인 학교체육시설의 운영, 직장체육시설의 미개방 등에 의한 부족한 생활체육시설과 전국적으로 획일적인 프로그램 운영에 따른 문제, 지도자의 합리적인 배치와 활용의 미흡으로 생활체육 활성화에는 한계가 있음을 알 수 있다. 또한 전문성미흡과 전달효과가 낮은 매체이용에 의한 낮은 홍보효과와 지역별·사업별 특성을 고려하지 않은 획일적인 예산배정, 학교체육교과시간의 축소에 의한 청소년들의 체육활동과의 이질감 및 폐쇄적인 학교체육시설의 운영, 엘리트체육과 생활체육의 공존체제와 상호조화의 미흡, 그리고 국민체육진흥법의 문제점으로 인한 생활체육단체 지원에 따른 근거조항 미흡 등도 생활체육 활성화에 큰 장애가 되고 있다.
따라서 한국생활체육의 당면한 문제를 해결하고 향후 발전방안을 모색하기 위하여 아래와 같은 과제를 제시하여 본다.
첫째, 이용하는 사람에게 편리하고, 보다 쾌적한 환경에서 자발적인 운동참여를 촉진시키기 위해 체육시설을 적극 개방하여야 한다. 둘째, 지역별·연령별·계층별로 다양한 프로그램을 개발하고 보급하여야 한다. 셋째, 생활체육 지도자를 양성하고, 양성된 지도자를 현장에 효율적으로 배치하여야 한다. 넷째, 생활체육 홍보를 강화하고 효율적으로 재정을 지원해야 한다. 다섯째, 학교체육과 적극적으로 연계를 추진해야 한다. 여섯째, 엘리트체육과의 균형적인 발전을 추진해야 한다. 일곱째, 국민체육진흥법의 개정을 통해 생활체육협의회 지원에 대한 근거 조항을 수립하여야 한다.

다국어 초록 (Multilingual Abstract)

The study has investigated classifying into seven-elements, the problem that we have the facilities to seek the future's subject, program, leader, public information, finance, the ling of school physical education, balanced development with elite sport and the modification of national physical education promotion law throughout the comparison and the analysis between Korean's sport for all and advanced country's sport for all.
According to the result of study, we can know that Korea has limit for improving sport for all due to the establishment of public facilities focus on sport on sport ground, closed school sport facilities uniform program operating through the country and insufficiency of leader's reasonable arrangement and practice.
And there is also big obstacle to sport for all due to the professional insufficiency and lower public information effect, uniform budgetary distribution without considering community and business character, disparateness with juveniles' sport activity for reduction school's athlete class time, the insufficiency of harmony between elite sport and sport for all and grounded article insufficiency due to the support of sport for all caused by the promoting law of national sport.
Consequently hereafter we present a subject to cope with the problem that we have.
First, being convenient for users, to promote a voluntary participation in a better condition, we have to open a physical training facility. Second, it has to be developed and supplied the diverse programs per province, year, strata. Third, we have to bring up sport for all's leaders and effectually arrange the frosted leaders. Forth, we have to effectually support finance and strengthen sport for all's public. Fifth, we have to proactively promote link with school physical education. Sixth, it must be equally developed with elite sport. Seventh, through modification of physical training law, we have to establish the basic clauses in supporting sport for all's conference.
