PKO참여를 중심으로 본 여군인력활용 활성화에 관한 연구 = (A) Study on the Enforcement of Application Policies of Women's Army Corps

국문 초록 (Abstract)

1950년 한국전쟁 발발과 더불어 동반적 역사를 지니고 있는 우리 여군은 지난 50여 년 동안 숱한 변화를 겪어오면서 발전을 거듭해왔다. 현 국제사회에서 보기 드물게 이념적으로 유일한 대치안보상황이 지속되고 있는 한반도에서 그에 상응한 여군의 역할정립이 매우 곤란했음에도 불구하고 자타의 지속적 노력을 통해 여군은 나름대로의 활용영역과 역할 모델을 구축해나갔다. 특히 최근 10여 년간은 내적 성장-병과 문호개방, 수적확대, 활동영역확장 등-과 여성인력의 적극활용이라는 국제적 추세에 편승하여 괄목할만한 성장을 이루어냈다.
그러나 국가적 안보상황의 부산물인 직접전의 개연성에 주안을 둔 우리 군의 운영 특성상 안보와 직결된 여군의 역할수행이 극히 제한 됨으로써 여군인력의 수적 확대는 점진적·지속적으로 추진되고 있으나 전투직위와 연계된 전투병과 여군활용에 있어서는 많은 한계를 느끼고 있다. 즉 세계적 추세인 군의 정보화·과학화·첨단기술화에도 불구하고 특수한 안보상황하에서 여군의 역할 수행은 제한을 받을 수밖에 없고 또 전통적 의식구조와 군내 정서를 고려해 볼 때 한계에 부딪칠 수밖에 없는 전투병과 여군을 이제는 군인으로서 기능발휘를 제대로 할 수 있도록 활용상의 방안강구를 위한 검토가 적극 필요하며 이런 맥락에서 볼 때 최근 동티모르 PKO에의 일반여군 참여는 군과 여군조직 차원 모두에게 획기적이면서도 적시 적절한 시도가 아닐 수 없다.
현 시대는 군에게 비전통적인 새로운 역할의 추가와 전통적 임무의 효율적인 수행을 강력히 요구하면서 군사적 역할보다는 사회적 역할에 더욱더 비중을 두고 있다. 이러한 군의 사회적 역할에는 대내적으로 국민에 대한 재난구조, 기간산업지원, 테러진압 등의 임무가 있으며 대외적으로는 평화유지군의 파견을 통한 국제사회 평화와 안전유지의 임무를 들 수 있다. 이처럼 군의 역할이 변화하고 군의 사회적 역할에 대한 관심 또한 증대되고 있으며 특히 국내적으로는 통일을 지향하는 각계각층의 변화가 무르익어가면서 우리 군도 이제는 경쟁력을 갖춘 국가의 군인만큼 국제사회에서의 위상에 걸맞는 역할 수행을 능동적으로 해내야 할 시점에 도달했다. 뿐만 아니라 여군 조직 차원에서는 창설 이래 현재까지 극복하기 곤란한 화두로 지속되어 온 여군 활용에 있어서의 대내활용 한계를 극복하고 국제적 이미지를 제고하면서 국가적 위상을 확립하여 보다 폭넓은 기여를 할 수 있는 기회를 가져야 할 때가 온 것이다. 한걸음 더 나아가 멀지 않은 시기에 통일한국이 되었을 때의 여군의 역할을 거시적·미래지향적으로 판단해 보는 차원에서 다소 늦은 감은 있으나 현재 출발선상에 서 있는 여군 활용에 있어서의 PKO에 관한 연구는 시의적절하다고 볼 수 있다.
한국전쟁 이후 전무한 전장 경험을 쌓고, 지금은 단지 일반 행정업무 수행을 위한 여군 파병에 불과하지만 동티모르 PKF의 여군 파견은 전투분야에서의 여군 활용확대의 무한한 가능성을 제시해 주었다. 전투병과 여군 활용에 관해 부정적인 현실을 PKO 적극 활용이라는 카드와 접목함으로써 작게는 여군 조직의 활성화를 도모하고 정체된 활용상의 매듭을 풀어주면서 대내 한계를 극복하고 크게는 군의 사회적 역할에 기여함과 동시 여군이 미래군의 새로운 임무수행에 없어서는 안 되는 도구이자 우리 군이 사랑 받는 국민의 군대로 자리 매김 하는데 촉매제 역할을 할 수 있을 것이다. PKO를 통한 민군작전에의 직접적 참여를 통해 대외적으로 활용하면서 선진국다운 여군활용정책의 시행을 통해 국제화를 도모하는 한편 세계적 추세에 부응하고 나아가 가까운 장래에 가시화 될 통일한국을 대비하여 북한 여성인력 접수 훈련을 겸한 거시적 안목에서의 여군활용 등 여러 가지 기대효과를 거둘 수 있다.

다국어 초록 (Multilingual Abstract)

The history of Women's Army Corps begins with the break of Korean War in 1950, and it has developed going through numerous changes. Due to the ongoing ideological confrontation on the Korean peninsula, setting up the role and functions of Women's Army Corps was not a simple matter. However, with continuing efforts, it was possible to establish the fields and set up role models for Women's Army Corps. Remarkable developments have been made during the last ten years of inner growth opening of the branches in services, increase in number, extension in fields of operation and taking advantage of international trend in hiring women.
However, as the prime object of our army lies in the probability of direct war which is an outgrowth of national security conditions, the Women's Army Corps, with its direct connection with security, has a lot of limitations. Although the number of Women's Army Corps is gradually and continuously increasing, there are limits to the use of women in branch of service such as those positions related to combat fields. Despite the global trend of placing more importance in information·science·latest technology of military, conventional thinking and the emotions inside the army have put bounds to Women's Army Corps activities. Methods should be examined to use women in combat branch, and the recent participation of Women's Army Corps in East Timor PKO was a sensational and well-timed attempt.
Current times ask the army for new services in additional functions as well as efficient performance of traditional duties; more importance is put in the social role than the role within the army. As a social role, the army's domestic activities include rescue in disasters, supports in key industries, fighting terrorists, etc. Detachment of peacekeeping troops to preserve peace and safety of international society is an example of army's overseas activity. As more changes occur and concerns about the army's social role increase, our army has reached the stage where it needs to be able to operate actively in the international society. This is the time for Women's Army Corps to finally get over the boundaries and find ways to establish national status and contribute to international society. It seems a little late to be considering Women's Army Corps role in the near future of united Korea, but the study of PKO is a pertinent research about the application of Women's Army Corps is at a beginning stage.
Although the detachment of Women's Army Corps to East Timor PKF has been aimed for obtaining experience on battlefield and mainly for general administrative duties, the detachment itself has shown the boundless possibilities for application of Women's Army Corps in combat branch. The negative reality of application of Women's Army Corps in combat branch is changing through active PKO activity. In a small part, the knot has been untied which had been holding back the application and active use of Women's Army Corps organization. In a big part, the Women's Army Corps can now contribute to the army's social duties and serve as an important tool in the future army as the catalyst in becoming the peoples army. Through firsthand participation in PKO and enforcement of application policies of Women's Army Corps, we can aim for globalization and meet the global trend. We can also expect other areas of application for Women's Army Corps such as the preparation of reception of North Korean women in the near future of united Korea.
