Korea has been faced with more serious problems of drug abuse than ever before. Drug abuse appears to become more wide spread regardless of class and region and newly emerging types of drug have rapidly been distributed. Those who arrested for abusing drugs are gradually increasing. In 2000, the number of people who arrested for abusing drugs is 12,646 and about 31.4% of them are recidivists. These facts accentuates the importance of treatment and rehabilitation of drug abusers in drug policy. But most of drug abusers don't need the treatment and rehabilitation because they are taking drugs for some purposes like feeling happy orescaping from reality. Therefore compulsory treatment is very import ant in drug policy.
There are some kind of compulsory treatment measures such as 'treatment prot ection', 'treatment and superintendence', 'treatment in the prison' and 'treatment in probation system'. In 2000, the number of drug abusers being imposed' treatment protection' is 159, 'treatment and superintendence' is 11, 'treatment in the prison' is 3,065, and 'treatment in probation system' is 3,589. About 30% of the people who arrested for abusing drugs were imposed probation, day center order or community service order in 2000. Especially the re-abuse ratio of those who imposed day center order and completed drug abuse prevention program was 14.7%. It was very low level compared with 31.4%, the re-abuse ratio of all the people who arrested for abusing drugs in 2000.
So the current system of probation for drug abuser s shall be utilized more widely and much more resources shall be invested in the probation system quickly.
