The purpose of this study is to analyse the effect of an educational training for police officers on their job attitude, to find out problems with the educational training factors, and to suggest a policy foundation which can contribute to not only reconsidering the efficiency of police organization but also improving the quality of police officers.
In this study, systematic discussions will be done on what police officers' acknowledged attitude toward an educational job training has an effect on their job attitude, what the difference in the effect of an educational training on their job attitude is between their individual characteristics, and what the educational training for police officers suggests, with respect of policy.
The analytic scope of this study was limited to the four categories, such as the training program, the quality of instructors, general information of education, and educational environments, among the four educational training factors of job satisfaction, job involvement, job performance and intention to leave job, based on the elements relating to police officers' individual attitude toward job which seem to be influenced by the educational training. The analytic subject also was limited to the police officers who received the educational training at Korea Police Comprehensive Academy and Gyeongbug District Police Academy from April to July 2001. Especially, the police officers with a rank below lieutenant were treated as the intensive subject for this study.
The frame for an analysis was organized, centering around the factors, and a questionnaire research was carried out with the police officers participating in the educational training program.
The responded Questionnaires were analysed by SPSS(Statistical Package for Social Sciences), and t-test, correlation and frequency were also done to compare and examine the difference between categories. In. addition, an multi-regression analysis was done to clarify the casual relation between the factors of the educational training and of the job attitude.
The analysed results have showed that the educational training for police officers plays an important role in improving their attitudes, such as job satisfaction, job involvement and job performance, and that the following improvements have to be made to better the effectiveness of the educational training for police officers.
Firstly, it is required to improve the Quality of the teaching staff working for the police education institutes. The staff has to acquire so advanced and specialized knowledge, experience and philosophy needed to teach trainees under changing social circumstances. For this reason, first of all, the excellent teaching staff must be prepared for the educational training of police officers.
Secondly, it is necessary to enhance the educational environment of police training institutes because they have to become a teaching place where police officers are able to obtain new information and knowledge under the educational environment and then apply them to their practical duties.
Thirdly, their curriculum must be reformed to keep up with social change. Its chosen subjects must be designed to not only improve police officers' skill and knowledge for duty performance, but change their values and attitude.
In order to maximize the effectiveness of the educational training, fourth, it 1S required to select training methods suitable for the level of trainees, rather than uniform education, for example, including a class with OHP, Power Point, Simulation, discussion-oriented class, practice-centered class and presentation class, rather than a one-sided lecturing class.
