저소득 편부모가족의 실태와 지원방안에 관한 연구 = (A) Study on actual conditions of life of lone father and mother of the lower income bracket and a scheme of the support

With rapid progress of both industrialization and urbanization of modern society, there is an increase of the number of lone father and mother because of divorce, separation, and desertion that makes serious social problems.
Therefore, the purposes of this study are to investigate the actual conditions of life of lone father and mother of the lower income bracket, and to lay out a desirable scheme of policy for the family of lone father and mother that is expected to increase rapidly in the number.
The results of this study are as follows.
First, it is showed that the percentage of the family of lone father and mother is distributed evenly according to age and school career, and the main reason is divorce. Besides, the actual conditions of life and desires of welfare show similar aspects among the families because of economic problems.
In order to solve this problems, it is necessary to support lone father and mother through national policy such as job training, technical education, a tax favor, and low-interest loan of a business fund. Additionally, to solve the residential problems, the government authorities should support the residential stabilization through extension of supply of permanent rental houses and increase of supply quantity.
Second, because they suffer from various diseases and have difficulties in using a medical institution due to the burden of expenses, it is necessary to expand medical care policy for their good health life. Besides, in case they have a handicapped person or a chronic invalid, it is necessary to support extension home nursing and housework helper system for their economic activity.
Third, it is necessary to support expansion of institution for child care and education such as a day nursery for child under six years of age, group-home, and group by the hour, and gradual fund aid for students such as collage expenses and proprietary school expenses.
Forth, in order to maintain harmonious relations with society and to alleviate their a sense of alienation, it is necessary to support children as well as lone father and mother economically and emotionally through finding and developing private capital from a community, because there is a limit in the financial support of government.
Finally, in order to reinforce their binding together of family and to maintain the ties among family members, it is necessary to develope social education program.
As stated above, the policies on the family of lone father and mother is necessary for the social development because the happiness of an individual and family is connected directly with social stability.
