우리나라 아동복지시설의 문제점과 개선방안에 관한 연구 = (A) study on improvement of the welfare facilities for the child in Korea

다국어 초록 (Multilingual Abstract)

This study analyzed the current situation of the welfare facilities for the child and suggested three improvements - organizational, human resource managemental and financial aspects.
The development of industrial civilization has brought forth far-reaching changes in all aspects of our society. Such changes have affected not only the structure of families but also the role and sense of values on the part of family members so drastically that those families have increased in number in which children are not properly taken care of or protected by their living but divided parents.
This research presented was composed with five chapters:
First chapter, I presented the purpose, scope and method of this research.
Second chapter, I presented the background studies on the meaning of child welfare, facilities.
Third chapter, I went the current situation of welfare facilities for the child in korea. And presented three problems - organizational, human resorce mangemental and financial aspects.
Forth chapter, I suggested three improvements - organizational, human resource managemental and financial aspects - of the welfare facilities for the child.
Finally, I concluded with some of findings and final suggestions based on the results.
The findings and implications of this research are as follow.
Firstly, welfare facilities for the child should improve organizational system. Child welfare program should be improved various directions. In order to provide more effective welfare system, the existing child welfare delivery system should be redesigned first. I also suggested that we should expand handicap children to rehabilitate by education, treatment, and job training. Therefore, child welfare service change the direction to customer oriented concept and the open-door principle. Welfare facilities for the child should be open instead of close system. They should open to local people to participate in child welfare program freely and work hard on improved services for children.
Secondly, welfare facilities for the child should improve human resource management. In order to acquire the professionalism for the facilities ways of helping the caretakers to get the professional knowledge should be provided and a plan for the professional social workers for the facilities also should be organized. Welfare facilities for the child related jobs are not performed by professional social workers.
Thirdly, welfare facilities for the child should improve financial situation. Financial support from government is indispensable to increase the incentives for the employees in these facilities, to improve their poor environment, which will, ultimately, lead to providing the children with better service.
