    이제까지의 장애인 생활환경에 관한 연구는 장애인들의 환경개선에 대한 요구를 포괄적으로 수용하지 못했을 뿐 아니라 장애인들의 자연스러운 통합보다는 장애인용 시설이라는 분리개념을 적용하여 그들을 고립, 차별하는 결과를 가져왔다.
    본 연구는 장애인의 자연스러운 통합을 도모하는 유니버설 디자인 관점에서 장애인의 생활환경 전반을 포괄적, 심층적으로 다루면서 각 장애유형별로 다양한 개선요구를 실증적으로 파악하고, 장애인의 삶의 질에 미치는 물리적 환경의 영향력을 실증적으로 규명하고자 하였다. 연구문제는 첫째, 물리적 생활환경은 장애인의 삶의 질에 중요한 영향을 미치는가, 둘째, 장애인의 생활환경 편의시설들에 대한 평가는 어떠하며 개선요구는 무엇인가, 셋째, 장애인이 중요하게 인지하고 있는 생활환경 편의시설은 무엇인가, 넷째, 장애인의 생활환경 편의시설 설치방법에 대한 요구는 무엇인가 등이었다.
    본 연구는 서울 및 수도권 지역에 거주하는 장애인을 대상으로 1999년 10월 1일부터 10월 30일까지 실시되었으며, 심층조사와 설문조사를 통하여 자료를 수집하였다. 심층조사는 비비례적 유층화 군집 무선표집방법을 사용하여 지체 30명, 청각 30명, 시각 30명 등 총 장애인 90명을 대상으로, 설문조사는 비례적 유층화 군집 무선표집방법을 사용하여 지체 960명, 청각 140명, 시각 100명 등 총 장애인 1200명을 대상으로 실시하였다. 자료분석을 위해서는 SPSS 통계패키지를 이용하여 빈도, 백분율, 평균, 카이자승검정, t-검정, F-검정, 던칸의 다중범위검정, 상관관계, 중회귀분석 등의 통계방법을 사용하였다. 분석결과를 요약하면 다음과 같다.
    1) 장애인들은 개인적 특성(장애에 대한 인식, 자존감, 자신감 등)보다 사회적 특성(사회적 제도나 분위기, 비장애인들의 장애인에 대한 의식 및 태도, 가족/친구/주변인들의 지원정도 등)을 더 부정적으로 인식하고 있었다. 물리적 환경(주거내환경, 근린환경, 사회공공시설)의 편익성에 대한 의식은 부정적으로 나타났으며, 장애인의 삶의 질은 보통 수준인 것으로 나타났다. 물리적 생활환경의 개인생활 지원성, 사회생활 지원성, 친장애성 대하여 장애인들은 부정적으로 평가하고 있었는데, 시각장애인들이 가장 부정적으로 평가한 반면, 청각장애인들은 상대적으로 긍정적인 평가를 하였다. 개인적 특성, 사회적 특성, 물리적 환경 중에서 삶의 질에 영향을 미치는 요인은 개인적 특성과 물리적 환경이었으며, 사회적 특성은 삶의 질에 큰 영향을 미치지 않는 것으로 나왔다. 즉, 자존감이나 자신감과 같은 개인적 특성에 대한 의식이 긍정적일수록, 물리적 환경의 편익성을 긍정적으로 평가할수록 삶의 질이 높았다. 장애인들은 생활환경의 기능성, 심미성, 보편성 등의 개선이 삶의 질에 미치는 영향이 크다고 답하여서 물리적 생활환경의 역할에 대해 큰 기대감을 가지고 있었다. 시각장애인들은 생활환경 개선이 삶의 질에 미치는 영향이 크다고 하여 물리적 생활환경의 역할에 대한 기대감이 가장 높았고, 청각장애인들의 기대감은 상대적으로 낮게 나타났다. 물리적 생활환경의 개인생활 지원성 및 사회생활 지원성이 삶의 질에 미치는 영향을 살펴본 결과, 사회적 용이성과 접근성이 삶의 질에 영향을 미치는 것으로 나타났다.
    2) 전체 생활환경 편의시설들에 대한 만족도 조사에서 지체장애인들은 계단에 대한 불만족이 가장 컸으며, 그 다음으로 관람석, 휠체어용 리프트 순이었다. 시각장애인들은 안내 및 유도설비에 대한 불만족이 가장 컸으며, 그 다음으로 점자블록, 안내표지 순이었다. 청각장애인들은 공중전화에 대한 불만족이 가장 컸으며, 그 다음으로 경보장치, 관람석에 대한 만족도가 낮게 나타났다. 5개의 주요 편의시설에 대한 만족도 조사에서는 공공화장실에 대한 만족도가 가장 낮았으며, 승강기에 대한 만족도는 상대적으로 높게 나타났다. 편의시설 특성에 대한 개선요구는 지체장애인들은 휠체어 등의 보장구 사용이나 이동성과 관련된 개선요구가 가장 많았으며, 시각장애인들은 길찾기와 관련된 점자블록이나 안내 및 유도설비 등, 청각장애인은 공중전화나 보청장치에 대한 요구가 가장 높았다.
    3) 각 장애유형별 편의시설에 대한 중요도는 지체장애인은 승강장, 휠체어용 리프트, 계단 순으로 나타났고, 시각장애인은 점자블록, 안내 및 유도설비, 승강장 순이었고, 청각장애인은 공중전화, 청각장애인용 경보장치, 관람석 순이었다. 생활환경 편의시설에 대한 중요도는 만족도와 반비례 관계이며, 장애인들이 불만족한 시설일수록 앞으로 개선이 시급하며, 그들이 중요하게 인지하고 있는 시설이었다.
    4) 생활환경 편의시설의 전반적인 설치방향은 분리개념의 장애인전용시설보다 통합개념의 시설을 더 선호하는 것으로 나타났다. 즉, 선별주의를 적용하여 장애인전용으로 분리된 편의시설보다는 보편주의를 적용하여 장애인과 비장애인이 함께 사용할 수 있는 편의시설에 대한 요구가 더 높았고, 통합개념의 선호 이유는 누구에게나 편리한 시설이 바람직하고, 평등감 때문이라고 하였다. 50세 미만이거나 사무/전문관리직, 또는 학생일수록, 여자장애인이거나 중증장애인일수록 통합개념의 시설들을 더 선호하였다. 또한, 지체장애인에 비하여 청각, 시각장애인들의 통합시설에 대한 요구가 높았다. 생활환경의 보편성 개선이 삶의 질에 미치는 영향이 크다고 답한 장애인일수록, 생활환경의 사회생활 지원성에 대해 긍정적으로 평가한 장애인일수록 통합개념의 시설을 더 선호하였다. 생활환경 편의시설의 양적확보, 기능성, 심미성 중 심미성에 대한 요구가 가장 높았고, 그 다음으로 양적확보, 기능성 순으로 나타났다. 장애정도가 경미할수록, 주부/무직인 장애인일수록, 50세 미만의 장애인일수록, 청각장애인일수록 심미성에 대한 요구가 높았다. 5개 주요 편의시설 설치방법에 대한 요구는 관람석, 식수대, 승강기 등은 통합개념에 대한 요구가 높은 반면, 주차장과 공공화장실에 대해서는 통합의 개념이 상대적으로 미약하게 나타났다.
    결론적으로, 장애인의 생활환경 계획시 선별주의나 보편주의의 획일적인 적용은 지양하며 각 시설의 특성관점에서 이를 적절히 균형을 맞추어서 제공하는 것이 바람직할 것이다. 또한, 장애유형, 장애정도, 장애부위 등에 따른 다양한 개선요구들을 고려하여야 하며, 단위건물별로 편의시설을 설치하기 보다는 장애인의 생활환경 자체를 대상으로 그들이 정상적인 생활을 영위하는데 장애를 최소화할 수 있도록 초점이 맞추어져야 한다. 본 연구는 장애인의 삶의 질에 미치는 물리적 환경의 영향력을 실증적으로 규명하였다는 점에서 의의가 있으며, 향후 장애인 생활환경 계획 및 유니버설 디자인 방향 모색에 적극적으로 활용될 수 있을 것이다.

    Previous studies of living environments for people with disabilities not only dealt inadequately with the people's needs for improving living conditions, but also failed to integrate the disabled with non-disabled.
    These studies abided by a segregation perspective such as "the disabled only."Based on a universal design viewpoint which aims for social integration withthe disabled, this study carefully examines the essence of environments that they encountered in a daily life, investigated distinct needs for improving current conditions, and empirically assessed the extent to which physical environments influence the quality of life for the disabled. In particular,this study focused on the four main issues rarely addressed by the earlier studies, i.e., (1) the degree to which physical environments affect the quality of lives of the disabled; (2) the extent to which the facilities satisfactorily accommodate the disabled and their specific needs for improving the facilities; (3) what sort of accommodations the disabled desire the most; and (4) how to establish the accommodations on the basis of the practical needs of people with disabilities.
    The original sample for the current study was obtained from the disabled who resided in the Seoul metropolitan area from October 1999 to November 1999. People with physical, visual, and hearing disabilities were given both systematic interviews and survey questionnaires. The interviews were conducted with 90 disabled people (30 physical; 30 hearing; 30 visual disabilities) using the non-proportionate stratified cluster randomsampling method. In addition, survey questionnaires were given to 1,200 disabled people (960 physical; 140 hearing; 100 visual disabilities) through the proportionate stratified cluster random sampling procedure.
    In order to analyze relevant variables, various statistical methodologies were utilized, including frequency analysis, Chi-square tests, t-tests, Duncan tests, correlation analysis, factor analysis, analysis of variance (ANOVA), multivariate analysis of variance (MANOVA), and multiple regression analyses. The following summarizes the major outcomes of the analyses:
    First, by way of comparison, personal systems, e.g., self-esteem,self-confidence, and self-consciousness in terms of personal disabilities, were ranked more positively than physical environments, e.g., home circumstance, neighborhood, public facilities. The most negatively ranked was the social systems, e.g., social policy, societal attitudes toward the disabled, and social supports from friends, family, and neighbors.
    General level of quality of life among the respondents was usually found to be acceptable. However, evaluation of physical environments should differ by the type and the degree of disabilities. People with visual disabilities more often criticized than people with hearing disabilities in terms of the physical affordance for personal and social life, and societal attitudestoward the disabled. Likewise, the more serious disabilities people have, and the less ADL(Activity of Daily Living) they indicate, the more negativelythe disabled tend to respond to even the same issues.
    By conducting careful comparisons among personal systems, social systems, and physical environment, this study figured out that both personal systems and physical environment were the most likely to affect quality of life for people with disabilities, while the degree to which social systems influenced their quality of life was statistically insignificant. In particular, disabled people's expectations of convenience in their physicalenvironments were relatively high. Therefore, their quality of life was verydependent on the extent to which physical living environments provide them both social facilitation and accessibility.
    Second, this study assessed the extent to which the disabled were satisfied in general with their accommodations. The study found that people with physical disabilities were the least satisfied with stairs, followed by seating in stadiums and/or theaters. Also, wheelchairs lifts, passenger loading zones, and outdoor accessible routes were causes for dissatisfaction. For people with visual disabilities, the lack of guidance and information facilities was the most difficult problem that they encountered. Dissatisfaction in detectable warnings on walking surfaces, signage, stairs, and passenger loading zones also ranked highly. Meanwhile, people with hearing disabilities most frequently pointed out difficulties in using publictelephones. Deficiency of visual alarms was suggested the second most. However, the degree of satisfaction in passenger loading zones which were often cited by people with the other two disabilities, was relatively high.
    Concerning the need for improving accommodations in society, each group of people with disabilities reflected their own conditions. People with physical disabilities asked for easy access to assistive devices andimproved mobility-related circumstances. Yet people with visual disabilitiesexpected to improve way-finding relevant issues, such as detectable warningson walking surfaces and guidance and information facilities, whereas people with hearing disabilities desired to develop hearing-aid equipment,such as TDD(Telecommunication Device for the Deaf) and assistive listening systems.
    Third, it was clear that the direction of establishment of physical living environments should be integration-oriented, rather than segregation-oriented.
    People with disabilities indicated that they preferred integrated facilities to "the disabled only" places because the integration increased the feelingof equality while reducing stigma. n general, those disabled under the age of 50, white-colored, students, female, and those having severe disabilities tended to prefer integrated facilities. Also, the need for integrating for people with both visual disabilities and hearing disabilities was higher than those of people with only physical disabilities.
    Although the majority of people with disabilities were likely to choose integrated social facilities, it did not apply to all the facilities. In otherwords, need for integration at parking lots and public restrooms was statistically insignificant, while the need for integration at drinking fountains and lifts still rated high.
    Finally, in terms of the needs assessment regarding accommodation facilities, the need for aesthetics in facilities was the most common, followed by the number of accommodations, and the function of facilities. People with slight disabilities, the unemployed, those aged under 50, and those with hearing disabilities generally preferred the aesthetics.
    In Conclusion, it was investigated that distinct needs for improving current conditions. are various by the type and the degree of disabilities, and the type of assistive devices. Therefore, this study can be used as a basis to deal adequately with the needs of the disabled for improving theirphysical living environment and to justify its importance in quality of life for people with disabilities.

    By conducting careful comparisons among personal systems, social systems, and physical environment, this study figured out that both personal systems and physical environment were the most likely to affect quality of life for people with disabilities, while the degree to which social systems influenced their quality of life was statistically insignificant. In particular, disabled people's expectations of convenience in their physicalenvironments were relatively high. Therefore, their quality of life was verydependent on the extent to which physical living environments provide them both social facilitation and accessibility.
    Second, this study assessed the extent to which the disabled were satisfied in general with their accommodations. The study found that people with physical disabilities were the least satisfied with stairs, followed by seating in stadiums and/or theaters. Also, wheelchairs lifts, passenger loading zones, and outdoor accessible routes were causes for dissatisfaction. For people with visual disabilities, the lack of guidance and information facilities was the most difficult problem that they encountered. Dissatisfaction in detectable warnings on walking surfaces, signage, stairs, and passenger loading zones also ranked highly. Meanwhile, people with hearing disabilities most frequently pointed out difficulties in using publictelephones. Deficiency of visual alarms was suggested the second most. However, the degree of satisfaction in passenger loading zones which were often cited by people with the other two disabilities, was relatively high.
    Concerning the need for improving accommodations in society, each group of people with disabilities reflected their own conditions. People with physical disabilities asked for easy access to assistive devices andimproved mobility-related circumstances. Yet people with visual disabilitiesexpected to improve way-finding relevant issues, such as detectable warningson walking surfaces and guidance and information facilities, whereas people with hearing disabilities desired to develop hearing-aid equipment,such as TDD(Telecommunication Device for the Deaf) and assistive listening systems.
    Third, it was clear that the direction of establishment of physical living environments should be integration-oriented, rather than segregation-oriented.
    People with disabilities indicated that they preferred integrated facilities to "the disabled only" places because the integration increased the feelingof equality while reducing stigma. n general, those disabled under the age of 50, white-colored, students, female, and those having severe disabilities tended to prefer integrated facilities. Also, the need for integrating for people with both visual disabilities and hearing disabilities was higher than those of people with only physical disabilities.
    Although the majority of people with disabilities were likely to choose integrated social facilities, it did not apply to all the facilities. In otherwords, need for integration at parking lots and public restrooms was statistically insignificant, while the need for integration at drinking fountains and lifts still rated high.
    Finally, in terms of the needs assessment regarding accommodation facilities, the need for aesthetics in facilities was the most common, followed by the number of accommodations, and the function of facilities. People with slight disabilities, the unemployed, those aged under 50, and those with hearing disabilities generally preferred the aesthetics.
    In Conclusion, it was investigated that distinct needs for improving current conditions. are various by the type and the degree of disabilities, and the type of assistive devices. Therefore, this study can be used as a basis to deal adequately with the needs of the disabled for improving theirphysical living environment and to justify its importance in quality of life for people with disabilities.
