Korea is making a lot of efforts to follow the standards of the International Civil Aviation Organization (ICAO) to train aircraft maintenance personnel, but most overseas countries do not recognize Korean aircraft maintenance licenses. The reason is that aircraft maintenance training curriculum of Korean ATO (Approved Maintenance Organization) does not meet the international standard of ICAO, competency-based training and assessment. Accordingly, this study confirms the difference from the Korean ATO curriculum by checking previous studies and international literature on ICAO, EASA, and Australian competency-based training. As the most important factors in Korean ATO that need to perform competency-based training and assessment (CBTA), the importance and priority of specialized training institution concerns (professor, instructor, instructor), training program preparation, qualification criteria, and ATO facilities and equipment were analyzed using AHP techniques. As for the priority results of all research subjects, "understanding of ATO concerns" ranked overwhelmingly first, followed by "training program preparation," "qualification criteria for ATO workers," and "ATO facilities and equipment conditions." Looking at the differences in selection attributes by professional field, affiliated (in charge), final education, work experience, work institution, and age, all items differ slightly, but the priority results are the same. Based on analysis results, provide practical implications for carrying out CBTA programs for aircraft maintenance personnel at each ATO.
