자치경찰제 도입에 따른 신임경찰 교육훈련방안 연구 : 전문가 델파이 조사를 중심으로

Given the importance of police work, which is responsible for the protecting lives and safety of the people, the academical training for new police trainees is much more important than the academical or professional training for current police officers. Therefore, in preparation for the implementation of the local autonomous police system, it is necessary to prepare the system of the academical training for new police trainees to a fault.
Therefore, this study has the following research objectives.
First, this study seeks to suggest the direction of the local autonomous police academical training model for new police trainees. Second, it seeks to suggest the development plan of the local autonomous police academical training for new police trainees.
In this study, the Delphi method was used as a preemptive study conducted under the premise of the implementation of the local autonomous police system. The research experts for the Delphi Survey were selected from 20 internal police officers and 20 external professors or researchers. The survey was conducted three times through e-mail.
This study derived only on items satisfying the criteria of M≥4.00, SD≤1.00 and IQR≤1.00, and conducted Kendall's W test to objectively verify the consistency and ranking of each item's importance in experts opinion. In addition, the T-TEST was conducted between internal and external experts. The results of the Delphi analysis are as follows.
First, with regard to the local autonomous police academical training system for new police trainees, the experts agreed that training on initial action for 112 reporting, morality·humanity, overall police work, national view·public service ethics, human rights, target practice, investigation procedures, understanding of the socially underprivileged, civil relations, team work, preparation of investigation documents, arresting techniques, legal knowledge and use of the given equipments were required. The 14 subjects listed above reflects the order of the important priorities of the experts view.


In addition, experts also agreed on the list of the subjects that should be improved on, the list is in the order of importance as the experts view and it includes building physical and mental strength before entering the police academy, overall police work training for local autonomous police, methods of treating sexual violence case, cooperation with the national police, response to domestic violence and school violence, field work practice, anti-corruption, communication, political neutrality, investigation procedures, victim protection, work related to the local autonomous police, response to traffic reports, Local Autonomy Self-Governing Administration Theory and Local Autonomous Police System. The external experts in particularly, recognized the needs for subjects such as national view·public service ethics, morality·humanity, human rights, political neutrality and investigation procedures higher than the internal experts.
Secondly, regards to the main body of operation of the local autonomous police academical training for new police trainees, experts agreed that police academical training, whether it’s national police or local police, it is important to maintain uniformity and consistency in police activities, and that the current national police academy is desirable in terms of quality of education, facilities, equipments and budgets. Also, there was consensus among experts that the local autonomous police academical training for new police trainees should be operated uniformly by utilizing the long-time accumulated academical training know-how from the National Central Police Academy. In particular, the external experts recognized the higher need for state-led operation of the local autonomous police academical training trainees than the internal experts.
Thirdly regards to the direction of development of the local autonomous police academical training, the experts agreed that the legal grounds should be prepared and standardized local autonomous police training system is required, also the academy faculty's ability to take charge of local autonomous police training needs to be strengthened as well as the opportunities for the faculties to improve is necessary.
This study is considered a very timely subject since the role of police and the importance of new police academical training in our society with the introduction of the local autonomous police system. Moreover, the Jeju autonomous Police's training program for the new police trainees requires to be improved as it has problems such as short term training period compared to the national police, uncertain academical system due to the flexible training period setting each year, and deterioration of on-site coping ability due to the lack of field training courses. Therefore, this study is meaningful as a preemptive and leading study in the local autonomous police academical training program model for new police trainees under the premise of implementing the local autonomous police system.
However, this study was not empirical research but focused on the consensus of some experts. Therefore, the research methodology has limitations in selecting a group of experts and in the areas where a small number of opinions are not reflected.
Therefore, the effectiveness of the local autonomous police academical training system for new police trainees derived from this study should be supplemented through future empirical analysis and continuous feedback.
