국공립어린이집 원장이 경험한 학부모 민원의 사례 및 인식

국문 초록 (Abstract)

본 연구는 국공립어린이집 원장이 경험한 학부모 민원의 사례를 분석하여 학부모 민원의 대처 과정에서 겪는 어려움과 학부모 민원 해결을 위한 그들의 요구를 살펴보는 것이다. 이를 바탕으로 보육현장에서 일어나는 갈등 현상을 심도있게 이해하고 학부모 민원을 효율적으로 해결하기 위한 방안을 모색하는 기초자료를 제공하는데 목적이 있다.
본 연구의 목적에 따라 아래와 같이 연구 문제를 선정하였다.
연구문제 1. 국공립어린이집 원장들이 경험한 학부모 민원 사례의 내용은 무엇인가?
연구문제 2. 국공립어린이집 원장들의 학부모 민원에 대한 인식은 어떠한가?
2-1. 국공립어린이집 원장들이 학부모 민원으로 인해 갖는 어려움은 무엇인가?
2-2. 국공립어린이집 원장들의 학부모 민원 해결에 대한 요구는 무엇인가?
이에 본 연구에서는 2018년 6월부터 2018년 8월까지 서울 경기지역의 국공립어린이집 원장 6명을 대상으로 학부모 민원의 경험에 대한 심층면담을 실시하여 사례를 수집하였다. 심층면담의 분석 결과와 주요 내용을 연구 문제별로 요약하면 다음과 같다.
첫째, 국공립어린이집 원장들이 경험한 학부모 민원의 사례들을 분석한 결과, 학부모 민원의 유형은 크게 영유아의 건강ㆍ안전에 관한 민원, 보육의 내용과 질에 관한 민원, 운영관리에 관한 민원으로 나눌 수 있으며, 학부모 민원의 제기방식으로는 교사를 통한 비형식적 제기, 원장 면담 및 CCTV 요구, 행정기관으로의 직접 접수, 학부모 대표를 통한 제기, 인터넷과 SNS를 통한 제기 등이 나타났다.
둘째, 국공립어린이집 원장들이 학부모 민원과 관련하여 인식하는 어려움은 정서적 어려움과 민원 대처과정의 어려움, 국공립어린이집의 특수성과 관련한 어려움의 세 가지 측면으로 나눌 수 있다.
셋째, 국공립어린이집 원장들의 학부모 민원 해결에 대한 요구를 정리하면 교사교육 측면과 부모교육 측면, 제도적 측면에 대한 요구로 나눌 수 있다.
이상의 결과를 바탕으로 국공립어린이집 원장들의 학부모 민원과 관련한 경험과 인식을 구체적으로 살펴보았다. 이는 국공립어린이집 원장들의 특수한 상황에 대해 적극적인 관심을 가지고 학부모 민원을 효율적으로 해결하기 위한 사회적, 제도적 노력의 방향을 세우는 기초자료를 제공할 것이다.

다국어 초록 (Multilingual Abstract)

This study analyzes the cases of parental complaints filed by the directors of the national childcare center and examines their difficulties in dealing with complaints from parents and their demands for resolving complaints from parents. Based on this, the ministry aims to provide basic data on how to understand the conflicts at the childcare field in depth and find ways to effectively resolve complaints from parents.
For the purpose of this study, research question were selected as follows:
Research problem1. What is the content of parental complaints that the directors of the national childcare center experienced ?
Research problem2. What does the directors of the national childcare center think about the parental complaints?
2-1. What are the difficulties of directors of the national childcare center due to parental complaints?
2-2. What is the demand the directors of the national childcare center for the resolution of parental complaints?

In this study, six heads of state-owned children's homes in Seoul and Gyeonggi Province were interviewed in-depth about the experiences of parents' complaints from June 2018 to August 2018. The analysis results and key contents of the in-depth interview are summarized below by research problem.
First, the analysis of cases of complaints filed by the director of the national childcare center showed that parents' types of petitions could be broadly divided into complaints about health and safety of infants, complaints about the contents and quality of child care, complaints about operation management, complaints of parents' complaints, non-formal complaints through teachers, requests for interview with the director and CCTV, direct application by the parents through the Internet and SNS.
Second, the difficulties that the directors of the national childcare center recognize in relation to the parental complaints can be divided into three aspects: emotional difficulties, difficulties in handling civil complaints, and difficulties related to the distinctiveness of the directors of the national childcare center.
Third, the directors of the national childcare center organize their requests for the resolution of parents' complaints, they can be divided into demands for teachers' education, parents' education, and institutional aspects.
Based on the above results, we examined the experiences and perceptions related to parental complaints of the directors of the national childcare center. It will provide basic data for establishing the directions of social and institutional efforts to solve the parental complaints, and active interest in the special situation of the directors of the national childcare center.
