공공조달이 중소기업 시장경쟁력에 미치는 영향 : 우수조달 물품 지정제도를 중심으로

Public procurement aims to meet the procurement demand in the public sector. However, recent demand for public sector services has become increasingly important as part of the growing demand for co-prosperity of small and medium businesses, helping to sharpen the competitiveness of SMEs and help boost growth.
Despite the government`s continued policies of small and medium businesses, the growth rate of SMEs, the core of the nation`s competitiveness, has continued to decrease since the government continued to decrease the competitiveness of SMEs.
Based on the procurement system, the research institute sought to establish a hypothesis on the effect of public procurement on small and medium businesses, focusing on the influence of the public procurement system, and to establish a hypothesis through empirical analysis methodology.
Basic data collected cross-sectional panel data by collecting public data such as financial performance, procurement achievements, patents and certifications of 840 companies designated as excellent procurement products from 2010 to 2016.
The analysis model applied a panel regression model, and compared the hypothesis of the hypothesis using the joint OLS, fixed effect model (FEM), and probability effects model (REM) to solve problems such as endogenous performance.
 As a result of analysis, SMEs participating in public procurement confirmed that the sales growth rate of the private sector increased as the proportion of sales of public procurement accounted for the total sales. This can reaffirm the policy implication that public procurement can help the growth of the company and have a positive effect on the competitiveness, and it can be expected that the effect of the demand side policy through empirical analysis created an academic opportunity to support my claim.

국문 초록 (Abstract)

공공조달은 공공부문의 조달수요를 충족시키는 것을 본래의 목적으로 한다. 그러나 최근 들어서는 공공 부문의 초기 수요 창출을 통해 중소기업의 경쟁력 강화와 성장을 돕는 수요기반 혁신정책의 일환으로서의 공공조달의 역할이 중요해지고 있다.
2010년 이후 정부의 지속적인 중소기업 정부 지원 정책에도 불구하고 국가 경쟁력의 핵심 업종인 중소기업 제조업의 매출 증가율은 지속해서 감소하고 있어 중소기업 경쟁력을 높이기 위한 정책 보완의 필요성이 제기되고 있다.
본 연구는 수요지향정책의 일환인 우수조달 물품 지정 제도를 중심으로 중소기업에 공공조달이 미치는 영향에 대한 가설을 설정하고 실증적 분석 방법론을 통해 검정하고자 하였다.
기초자료는 2010년부터 2016년까지 우수조달 물품으로 지정된 840개 기업의 재무적 성과와 조달실적, 특허와 기술 및 품질인증 등의 공공데이터를 수집하여 횡단면 패널 데이터를 구축하였다.
분석모형은 패널 회귀모형을 적용하였으며 합동 OLS, 고정효과모형(FEM), 확률효과모형(REM)으로 가설을 비교 검정하여 내생성과 같은 문제를 해결하도록 하였다.
분석결과 공공조달에 참여한 중소기업은 전체 매출액 중 공공조달이 차지하는 매출의 비중이 클수록 향후 민간부문의 매출액 증가율이 높아짐을 확인하였다. 이는 공공조달이 기업의 성장을 돕고 경쟁력에 긍정적인 효과를 줄 수 있다는 정책적 의의를 재확인할 수 있었으며, 기존 선행연구들의 사례 중심의 연구에서 벗어나 실증적 분석을 통한 수요지향정책(demand side policy)의 효과에 대한 주장을 지지하는 학술적 계기를 마련하였다는데 의의를 둘 수 있다.
