These days, we often face the news that reports conflicts among villagers are taking place at the sites where the making neighborhood projects are proceeding. The project has been created many sorts of problems because the villagers haven't coped with the situations full of the conflicts from it. The types of the conflicts caused by many reasons from the project are revealed as ones among the villagers, between the villagers and the administration, between the villagers and the constructors, and between the tenants and the landlords. These conflict situations can damage the goal of the project, the continuous and spontaneous community, as well as evoke negative emotions and spread them to the villagers. But if the conflicts from the villages which are in the middle of the project were treated efficiently by the villagers, the project would be more stable. Thus some concrete management plans with which the villagers could solve the conflicts effectively are needed.
The research conducted, so called, a learning conflict mediation program based on Restorative Justice in a way of effectively controlling conflicts among villagers in making neighborhood project and monitored whether the experience of the program would be reflected on the daily life. The result was that the actual reasons of the villagers' conflicts are the difference of the communication method, the appropriation of the roles and the absence of information. It has been revealed that the cause of failing to make communications is the disfunction of non verbal messages and the filtering communications, that of the appropriation of the roles is the roles of the readers and the nominal operating committee, and that of the absence of information is the operation in a secret room and the undemocratic decision making progress. The meaning of the experience in participating in the conflict mediation program has been showed as the possibility of new experiences, recall and chance, and the experience as changes of the conflict resolution process, the communications and the behavior ,in turn, has been applying to the virtual conflicts among villagers. For them to recognize how to treat conflicts, how to behave, how to communicate, and how to find introspection has become a new experience. The progress of the program has also become a time to recall past and present conflicts. Besides, although the program couldn't become a direct tool for reducing real conflicts, it has turned out that there is changes on the villagers' points of view toward a psychological conflict resolution and conflict prevention effect, and the very conflict itself. The shift of point of view toward conflicts having happened in the community has more important value rather than the program applies as a tool to eliminate conflicts among all of the villagers.
In conclusion, the conflict mediation program based on Restorative Justice is expected to play a role as one method of conflict management plans to solve the conflicts among the villagers who have taken part in the making neighborhood project and to restore their relationship.
